Modifications Change in 2006 AYP

Q. For AYP and API, how are results of students who test with modifications on both the Standardized Testing and Reporting (STAR) Program and California High School Exit Examination (CAHSEE) treated in the calculations?

A. For 2005 AYP, students who tested with modifications were counted in the participation rate as tested and their results were included in the percent proficient calculation as not proficient. For 2005 API, the results of these students were included in the API and assigned a weight of 200 (far below basic).

Beginning with the 2006 AYP, students who tested with modifications were not counted as tested in the participation rate and their results were not considered in the percent proficient calculation. This rule was mandated as a result of a federal audit. However, a student who took the CAHSEE using the calculator modification is counted as tested in the AYP and the performance level obtained using a modified scale score is used in the AYP calculation.

No changes to the API rule occurred. For the 2006 Growth and 2006 Base APIs, the results of students who tested with modifications were included in the API and assigned a weight of 200 (far below basic).
