Accountability Update

An informational presentation (text alternative) describing state and federal accountability system.
   

The following is a text alternative to a PowerPoint presentation designed as an annual update for evaluators in school districts and county offices of education. It was originally presented at the County and District Evaluators' Meeting at the Disneyland Convention Center on May 17, 2007.

AYP Update

Accountability Workbook Amendments
  • California State Board of Education approved at their January 2007 meeting
  • United States Department of Education (ED) deadline was February 15, 2007
  • Incorporated for calculations on the 2007 assessment data
  • Include both federally-approved flexibility and state-generated amendments
Proposed Amendments: Flexibility for Local Educational Agencies (LEAs) and Schools with Highly Mobile Student Populations – Percent Proficient
  • Current:  LEAs and schools receive the percent proficient based on scores from students continuously enrolled since the California Basic Educational Data System (CBEDS) date.
  • Proposed:  Countywide percent proficient would apply to LEAs and LEA-wide percent proficient would apply to schools with highly mobile student populations.
Proposed Amendments: Flexibility for LEAs and Schools with Highly Mobile Student Populations - Academic Performance Index (API)
  • Current:  LEAs and schools receive an API score based on scores from students continuously enrolled since the CBEDS date.
  • Proposed:  Countywide API would apply to LEAs and LEA-wide API would apply to schools with highly mobile student populations.
Proposed Amendments: Flexibility for Students with Disabilities (SWD)
  • Current:  LEAs or schools that missed the Annual Measurable Objective (AMO) for only the SWD subgroup were given a credit of 20%.
  • Proposed:  Extension of the current rule until the new California Modified Assessment (CMA) is in place.
Proposed Amendments: Inclusion of Special Education Student Scores in SWD Subgroup
  • Current:  Scores are only included in the SWD subgroup for students who receive special education services and have a valid disability code.
  • Proposed:  Scores will be included for students previously served under Individuals with Disabilities Education Act for up to two years after receiving services.
Next Steps
  • ED will provide a written response to each amendment request
    • May or June 2007
  • CDE will summarize 2007 AYP changes in a letter to the field
    • July 2007
