The purpose of this document is to provide a detailed overview of the California Longitudinal Pupil Achievement Data System (CALPADS) Adequate Yearly Progress (AYP) Detail Report available for local educational agencies (LEAs) and schools.


Overview of Detail Report

The LEA and School Detail report contains student-level records for each student enrolled in the LEA/school during the 2014–15 school year. This report lists each student's:

  • Statewide Student Identifier (SSID)
  • Test Assigned
  • Accountability County-District (CD) Code
  • Accountability School Code
  • Assessment CD Code
  • Assessment School Code
  • Common Administration District Code
  • Unique Identifying Number (UIN)  - The UIN on the Smarter Balanced Assessments will match the UIN on the Educational Testing Service (ETS) Assessment File
  • Student Name
  • Gender
  • Race/ethnicity
  • Grade
  • Date of birth
  • Socioeconomically disadvantaged (yes, blank=no)
  • English Learners (yes, blank=no)
  • Students with Disabilities (yes, blank=no)
  • Reclassified English 3 Years (yes, blank=no)
  • Former Special Ed 2 Year
  • Inclusion codes (Enrolled, Tested, Valid, and Proficient)

Definition of Enrolled, Tested, Valid, and Proficient

Enrolled – The total number of students enrolled in grades three through eight and/or eleven during a school's testing window. The Enrollment During the Testing Window is used in determining the participation rate. A school's testing window begins when the first student at the school completes a computer-adaptive test (CAT) or performance task (PT) (in either content area) and ends on the last day of the academic year.

Tested – The total number of students in grades three through eight and/or eleven who participated in the statewide assessments for a content area (ELA and mathematics). A student must have logged on to both the computer adaptive test (CAT) and performance task (PT) of each content area in order to be counted as participating. The Number of Students Tested is used in determining the participation rate.

Valid – The number of students with test results who have been continuously enrolled in the school, LEA, or student group for a content area (ELA and mathematics). Continuous enrollment is when a student is enrolled at the same school from October 2014 Fall Census Day to testing without a break in enrollment of more than 30 consecutive calendar days. Enrollment data are taken from CALPADS and the testing dates are provided by the testing vendor.

Proficient – The number of students with valid scores at or above the proficient level of performance for a content area (ELA and mathematics). For the 2015 AYP, only the Smarter Balanced Summative Assessments were used for percent proficient determinations. Students who had performance results of "Standard Met" and "Standard Exceeded" were included in the count for "at or above proficient."

Accountability and Assessment CD and School Codes

The Accountability CD and School Code field identifies the LEA and/or school the student record is assigned to for accountability purposes.

The Assessment CD and School Code field identifies the LEA and/or school that administered the exam to the student.

Direct Funded Charters

The majority of charter schools and authorizing LEAs will be able to access the CALPADS AYP reports in the same manner that they currently access any CALPADS reports. However, there are two scenarios where the charter school and authorizing LEA must work together to provide appropriate report access to either the charter school or authorizing LEA:

  • The authorizing LEA (LEA of Accountability) will not be able to view the AYP reports of locally funded charter schools that report data directly to CALPADS (Independently Reporting Charter [IRC] schools). In order for the authorizing LEA to view reports, the IRC must create an account for the authorizing LEA.

  • The direct funded charter school (LEA of Accountability) will not be able to view its AYP reports if it reports data to CALPADS through its authorizing LEA. In order for the direct funded charter school to view reports, the authorizing LEA must create a school level account for the charter.

Identifying Errors

The detail reports allow LEAs to identify which students were included and excluded on the 2015 AYP report and the corresponding demographic and program participation information. LEAs should check for accuracy in the placement of each student in a particular student group by reviewing the inclusion/exclusion codes that have been assigned to each student. This information will assist LEAs in identifying errors at the student-level.

Inclusion/ Exclusion Codes

Student assessment records processed in AYP are flagged with LEA and school-level inclusion/exclusion codes that indicate whether a particular record was included in the AYP calculations, or excluded for a particular reason. There are codes for the following categories:

  • Enrolled
  • Tested
  • Valid
  • Proficiency

Each of the above codes are described in further detail below.

All records for Enrolled and Tested with a code=1 are included in AYP participation rate calculations. All records for Valid and Proficient with a code=1 are included in AYP percent proficient calculations.

Students with Disabilities

Students with disabilities, with a valid district of residence code in the ETS assessment file and who is enrolled in a special education school or special education program, is included in the district of residence for accountability results.

Correcting Errors

LEAs can correct student demographic and program participation data (e.g., gender, race/ethnicity, EL) and enrollment/exit codes in the CALPADS Operational Data Store (ODS). In regards to the inclusion/exclusion codes (see below), each code provides the source of the data (CALPADS ODS or the testing vendor). Data obtained from ETS cannot be corrected. In addition, CALPADS fields that are designated as "NA" cannot be corrected. Any field in the tables below with the word "Empty" represent blank fields.

Continuous enrollment determinations are made using CALAPDS data. Determinations are made separately at the LEA and school level.

Note: Continuous enrollment determinations are made separately at the LEA-level and at the school-level. A student can be continuously enrolled at the LEA but not at the school. Therefore, it is important for schools to review school-level reports 32.3 and 32.4 directly and not review them through the district reports (i.e., 32.1 and 32.2).

Test Assigned Field

Because a student can take two tests (computer adaptive test [CAT] or performance task [PT]), either at the same school/LEA or at two different schools/LEAs, this field identifies which test was used for processing AYP. Please note that this field is always blank for CAA records because this assessment has only one test, the CAT.

  • Demographics and Program Participation: A student's demographics and program participation data are determined based on the latest test date. Therefore, if the PT was the later test taken, then the demographics and program participation data associated with the PT was used for processing the participation rate and percent proficient. PT would also be the test reflected in the "Test Assigned" field.

  • Accountability Assignment: The student's test data (such as LEA code; School code; Test Completion Date) from Educational Testing Service (ETS) were used to determine which school/LEA would be held accountable for each student. The "Test Assigned" field identifies the test used (CAT or PT) to assign the student to the school and LEA for processing the participation rate and percent proficient.
  • Blank Fields: There are several reasons why the "Test Assigned" field may be blank. The "Enrolled Code" within the "School Inclusion/Exclusion Codes" fields in CALPADS AYP Report 32.4 identify the reason why the field is blank. To access the definitions for each inclusion/exclusion code, please refer to CALPADS Flash #113 (posted on the CALPADS Communications Web page). Here are some examples of when this field would be blank:
    • A student has both a CAASPP record and a CAA record. The CAA record was selected for calculating the participation rate. Because the student's CAASPP record was not used, the "Test Assigned" field for this record would be blank and the "Enrolled School Inclusion/Exclusion Code" field will contain a value of 5. (A Code 5 signifies that the CAASPP record was excluded and the CAA record was used for AYP processing.)
    • If a student was not enrolled within the school’s accountability testing window, the "Test Assigned" field would be blank and the "Enrolled School Inclusion/Exclusion Code" field will contain a value of 6. (A code 6 signifies that the student record was excluded because the student was enrolled outside of the school’s accountability testing window.)
    • If a student did not test due to a significant medical emergency, then the "Test Assigned" field would be blank and the "Enrolled School Inclusion/Exclusion Code" field will contain a value of 7. (A Code 7 signifies that the record was excluded; the student did not test due to a medical emergency.)
    • When a student has duplicate assessment records, the "Test Assigned" field for unused records will be blank and the "Enrolled School Inclusion/Exclusion Code" field will contain a value of 10. (A Code 10 signifies that the record was a duplicate and excluded from AYP processing.)
