This glossary defines key terms shown on the Summary Report, which is the overview page of the 2010–11 APR system. Terms described below are listed in the order in which they appear on the Summary Report. The 2010 Base Academic Performance Index (API) is based on 2009–10 assessment results and the 2011 Growth API and Adequate Yearly Progress (AYP) are based on the 2010–11 assessment results.
State legislation, the Public Schools Accountability Act (PSAA) of 1999 (Chapter 3, Statutes of 1999), established the API, which summarizes a school's or a local educational agency's (LEA's) academic performance and progress on statewide assessments. (An LEA is a school district or county office of education.) The API also is used as an additional indicator for federal AYP requirements.
The Base API summarizes a school's, an LEA's, or the state's performance on the spring Standardized Testing and Reporting (STAR) Program and California High School Exit Examination (CAHSEE). It serves as the baseline score, or starting point, of performance.
The Growth API summarizes a school's, an LEA's, or the state's performance on the spring STAR Program and CAHSEE. It is compared to the Base API to determine growth in the API from one year to the next.
The Base API is subtracted from the Growth API to determine how much the school or LEA grew between 2010 and 2011 testing.
This item is for school reports only. This item shows whether the school met the state API growth targets schoolwide and met targets for student groups.
A "Yes" means that the school met its API growth target, and a "No" means it did not. An "N/A" means that the growth and growth target could not be determined because (1) the school did not have a valid 2010 Base API, (2) the school had significant demographic changes between testing years, or (3) the API was considered to be invalid for other reasons or was not calculated due to missing data. LEAs do not have growth targets and will not have these items on their reports.

Note: On the statewide Summary Report, the state's API is calculated in the same way as the API for a school or an LEA except that the mobility exclusion does not apply. All students taking the 2010 or 2011 assessments, therefore, are included in the state's API with the exception of English learners who have been enrolled in U.S. schools for less than year.
The federal Elementary and Secondary Education Act (ESEA) requires that California determine whether or not each public school and LEA is making AYP.
This item indicates whether the school, LEA, or the state made AYP. The possible values are "Yes," or "No." The report for a school or an LEA displays a "Yes" only if the school or LEA met all of its AYP criteria, including requirements for numerically significant groups. "No" means results for at least one or more criteria or one or more groups were below the targets.
AYP criteria encompass four areas: participation rate, percent proficient (also referred to as Annual Measurable Objectives or AMOs), API as an additional indicator for AYP, and graduation rate. Each of these four areas has specific requirements. Participation rate and percent proficient criteria must be met in both English-language arts (ELA) and mathematics.
"Yes" in a column means that all criteria for the area were met. "No" in a column means one or more criteria for the area were not met. "Yes by Appeal" in a column means the school or LEA met the criteria based on approval of its appeal. "N/A" means the data were not available or not applicable, i.e., the school or LEA had fewer than 50 valid scores.
The participation rate is the rate at which students participated in the assessments used to determine the percentage of students at or above the proficient level in ELA and mathematics. The assessments used were the California Standards Tests (CSTs), grades two through eight; California Modified Assessment (CMA), grades three through eight; California Alternate Performance Assessment (CAPA), grades two through eight and ten; and the CAHSEE, grade ten. The participation rate target is 95 percent.
Schools, LEAs, and numerically significant subgroups must meet percent proficient targets (or AMOs) in ELA and mathematics on the assessments used in AYP calculations. The assessments used were the CSTs, grades two through eight; CMA, grades three through eight; CAPA, grades two through eight and ten; and the CAHSEE, grade ten.
The API is used to meet part of the federal AYP requirements under ESEA. The federal API requirements differ from the state API requirements. Under federal requirements, a school or an LEA must have a minimum 2011 Growth API of 710 or have at least one point growth in the API from 2010 to 2011.
A school or an LEA with grade twelve students must meet one of three graduation rate targets to make AYP: (1) a graduation rate of at least 90.00, (2) a fixed growth target rate, or (3) a variable growth target rate. The fixed and variable growth targets are unique to each school and LEA.
"Yes" in this column means that graduation rate criteria for AYP were met. "Yes by Appeal" in this column means that the criteria were met based on an approved appeal. "No" in this column means that the criteria were not met. "N/A" means that the school or LEA (1) did not have grade twelve enrollment or dropout data in one or both years or (2) had fewer than 50 students in the graduation rate denominator in one or both years (graduates plus dropouts).
The federal ESEA requires schools and LEAs receiving Title I funds to be identified for Program Improvement (PI) if AYP criteria are not met for two consecutive years.
A "Yes" in this column indicates that the school or LEA is Title I-funded and identified for PI. A "No" in this column indicates the school or LEA is Title I-funded but not identified for PI. "Not Receiving Title I Funds" means the school or LEA does not receive Title I funds and would not have a PI Report.
