2012–13 APR Glossary-PI Report

Glossary of terms of the Program Improvement section of the 2013 Adequately Yearly Progress (AYP) Report.

This glossary defines key terms shown on the school or local educational agency (LEA) PI Report section of the 2013 Adequate Yearly Progress Report, which is part of the 2012–13 Accountability Progress Reporting system. Terms described below are listed in the order in which they appear on this section of the 2013 AYP Report. Federal Accountability: Program Improvement

The federal Elementary and Secondary Education Act (ESEA) requires schools and LEAs receiving Title I, Part A, Basic, funds to be identified for Program Improvement (PI) if AYP criteria are not met for two consecutive years in the same content area or on the same indicator. (An LEA is a school district or county office of education.)

2013–14 PI Placement

This item is the 2013–14 PI placement under ESEA (e.g., Year 1, Year 2, Year 3, Year 4, Year 5, or Not in PI); each "Year" has progressively more stringent requirements. Prior PI Placement

This item is the 2011–12 PI placement under ESEA (e.g., Year 1, Year 2, Year 3, Year 4, Year 5, or Not in PI).

First Year of PI Implementation

This item is the first school year that a school or an LEA implemented the required ESEA services and/or interventions.

Made 2013 Adequate Yearly Progress (AYP)

This item is for school reports only. This item indicates whether the school made AYP. The possible values are "Yes," or "No." To receive a "Yes" for this item, the school must have met all of its AYP criteria, including requirements for numerically significant student groups. A "No" indicates that at least one or more criteria were below the targets.

Special Conditions Affecting PI Status or Placement

The following codes may be found on the PI report to indicate a special condition that applies to the PI status and/or placement for the relevant school or LEA.

These codes are for school and LEA reports.  The special condition codes and descriptions are as follows:

FF = School or LEA that had a break in Title I funding but resumed taking Title I funds last year retains previous PI status and placement year;

P2 = School or LEA lacks AYP data to evaluate PI status and placement during initial data release (P1) and is being held in former PI status and replacement until AYP data becomes available (P2);

This code is for school reports only. The special condition code and description is as follows:

CO = New or merged school that assumed PI status from a closed school(s).

LH = School or LEA had late PI determination during the prior year and is being held in place wiht the same PI status and placement during the current year.

Met Adequate Yearly Progress (AYP) Criteria

This item is for LEA reports only. This item indicates whether the LEA met the 2012 and 2013 AYP criteria for each content area (English-language arts [ELA] and mathematics), the API indicator criterion, and the graduation rate criterion. A "Yes" in ELA or mathematics indicates the LEA met the participation rate and the percent proficient criteria LEA-wide and for each numerically significant group for that content area. A "Yes" in the API or graduation rate indicates that the applicable criterion was met.  A "Yes by Appeal" indicates that at least one of the criteria was met based on an approved appeal. A "No" indicates that at least one or more criteria were not met. "N/A" means the data were not available or not applicable, i.e., the LEA had fewer than 50 valid scores.

Met Grade Span Criteria

This item is for LEA reports only. An LEA that does not make AYP in the same content area (ELA or mathematics) and does not meet AYP criteria in the same content area in each grade span (grades two through five, grades six through eight, and grade ten) for two consecutive years is identified for PI. The possible values in ELA and mathematics are "Yes," "No," or "NA." To receive a "Yes" for this item, the grade span must meet the participation rate and the percent proficient criteria LEA-wide as well as for all numerically significant student groups. To receive a "No," the grade span missed one or more of the participation rate or percent proficient criteria in the content area. An "NA" indicates the LEA does not have students in that grade span. 

Grade Span Report

This item is for LEA reports only. An LEA that fails AYP in the same content area (ELA or mathematics) for two consecutive years will not be identified for PI if one of its grade spans (grades two through five, grades six through eight, or grade ten) made AYP in the content area in either of the two years. This report indicates whether or not all students and each numerically significant student group in each grade span met the AYP participation rate and percent proficient criteria in the content areas for each of the two years. Separate grade span reports are provided for each grade span (grades two through five, grades six through eight, or grade ten) and each year (2012 or 2013).
