Subject: Welcome and introductions

ACTION: No action taken.


Item 2

Subject: Review topics discussed at the September 6, 2013 PSAA Advisory Committee meeting—Information

Regarding California Education Code (EC) Section 52052.9(b), the Committee, at its September 6 meeting, reviewed two alternative models for decile ranks and the option to not produce decile ranks. The CDE is in the process of submitting the required legislative report.

ACTION: No action taken.


Item 3

Subject: CDE update—Information

Keric Ashley presented information about the requirements of Assembly Bill (AB) 484 (Ch. 489 of 2013) and AB 97 (Ch. 47 of 2013). In addition, he reported that an action item for the November 2013 SBE meeting regarding the currently proposed methodology for adding graduation data to the Academic Performance Index API will be presented. The currently proposed methodology reflects the decisions of the PSAA Advisory Committee at its June 25, 2013 meeting.

ACTION: No action taken.


Item 4

Subject: Presentation: Career Readiness in California by Carolyn Zachry and Joe Radding (Career and College Transition Division, CDE)—Information

Ms. Zachry and Mr. Radding provided data and policy perspectives about career education and career readiness in California. The presentation provided information in the following five areas:

  1. The new context regarding twenty-first century skills;
  2. Career education in California descriptive statistics and definitions of career technical education;
  3. Career readiness expectations of California’s secondary schools;
  4. Definitions of career readiness; and
  5. Elements of a state career readiness policy.

ACTION: No action taken.

Item 5

Subject: Identification of College Measures for Literature Review—Action

The CDE will be contracting with David Conley, Professor, College of Education University of Oregon, to conduct literature reviews on multiple measures that may be included in the college and career indicator. A product of the reviews will be white papers to include detailed information about indicators and measures used in other states, how valid and reliable the indicators would be, and suggested cut scores for the indicators. Based on the information provided at the September 6, 2013 PSAA Advisory Committee meeting, the CDE recommended that the literature reviews begin with the following measures:

ACTION: Member Cima moved to approve the beginning list of five measures as the starting point for the literature review. The five measures are AP, IB, SAT, ACT, and Dual Enrollment.

Member Haertel seconded the motion.

No Votes: None.

Absent: Members Callahan, Crowder, Weis.


Item 6

Subject: Presentation: Supporting School Success Through the New API by Castle Redmond (The California Endowment)—Information

Mr. Redmond presented information from the California Endowment, which is a health organization that works on statewide policy and systems change. The recommendations of the California Endowment are to include the following indicators in the API:
