Summary of Template Changes 2004-05

Summary of changes in the School Accountability Report Card (SARC) template from 2003-04 to 2004-05.
   

Approved by the State Board of Education in May 2005

Throughout the Template

The references to years throughout the 2004-05 SARC template have been modified to reflect the reporting of more recent data. For example, data previously collected and reported from 2003-04 will be replaced by data collected and reported from 2004-05.

All sections of the template have been renumbered to reflect the use of the "General Information" title for the first section that includes the long-standing elements related to "Contact Information" (title added), "School Description and Mission Statement," and "Opportunities for Parental Involvement."

Brief statements have been provided below the title of several template sections that previously lacked such descriptions. In addition, there have been numerous, minor editorial changes made throughout the template to improve clarity and readability.

Section IV. School Facilities

Table: School Facility Conditions - General Information

The title and description of this table have been modified to indicate that general information about the safety, cleanliness, and adequacy of school facilities is provided, and that this information describes the condition and cleanliness of the school grounds, buildings, and restrooms.

Table: School Facility Conditions - Results of Inspection and Evaluation

A new table has been added to summarize the findings contained in the Interim Evaluation Instrument (IEI) used to document the inspection of a school facility as mandated by the Williams case settlement and Senate Bill 550 (Chapter 900, Statutes of 2004). The table includes a list of the 14 parts of the IEI, a "yes" or "no" check box for summarizing whether the items in each part are all in good repair, and a comments box for describing any deficiencies found and any remedial actions already taken or planned. The school site inspection date, the IEI completion date, and the date that any remedial action was taken or is planned to be taken are also noted.

Section V. Academic Data - Standardized Testing and Reporting (STAR), California Standards Tests (CST), and Norm-Referenced Test (NRT)

The narrative references under STAR and NRT have been modified to reflect that beginning in 2005, the NRT tests reading/language arts, spelling, and mathematics in grades three and seven only, and no longer tests science in any grade.

In the narrative for all CST and NRT tables reporting racial/ethnic subgroup and other subgroup results, a clarifying reference has been added to indicate that the data reported are for the most recent testing period.

The tables for reporting CST and NRT results for economically disadvantaged/advantaged students and students with/without disabilities have been modified to reflect that only results for economically disadvantaged students and students with disabilities are reported.

Section V. Academic Data - California Physical Fitness Test

The narrative reference to the California Physical Fitness Test has been modified to clarify that the California Physical Fitness Test is administered to student in grades five, seven, and nine only.

Section V. Academic Data - Academic Performance Index (API)

In the explanation of "Growth Targets," the description of school eligibility for the Immediate Intervention/Underperforming Schools Program (II/USP) has been deleted, since the program has not been funded for several years.

Section V. Academic Data - Adequate Yearly Progress (AYP)

The description of AYP requirements has been rewritten to improve clarity, and narrative for the two AYP tables has been added to provide specific explanations for the data presented.

Section V. Academic Data - Federal Intervention Program

Table: Federal Intervention Program

The description of Title I Program Improvement (PI) eligibility and the associated table have been modified to reflect that districts, in addition to schools, are now subject to PI identification and intervention levels. In addition, the narrative and the table have been moved to follow the AYP information.

Section VI. School Completion (Secondary Schools)

Table: Dropout Rate and Graduation Rate

The narrative for this table has been modified to clarify that the graduation rate is included as one of the requirements of California 's definition of AYP, as required by No Child Left Behind (NCLB).

Section VIII. Teacher and Staff Information

Table: Core Academic Courses Taught by NCLB Compliant Teachers

The title of this table has been modified from "Core Academic Courses Not Taught by NCLB Compliant Teachers" (emphasis added) to "Core Academic Courses Taught by NCLB Compliant Teachers." The purpose of this change is to conform to the manner in which districts report these data on the Consolidated Application submitted annually to the California Department of Education.

The table for this reporting element has been redesigned to allow the data to be displayed in one rather than two columns.

Section VIII. Teacher and Staff Information

Table: Teacher Misassignments

The narrative for this table has been expanded to clarify that the number of misassignments of teachers of English learners is to be reported as both a subtotal and as part of total teacher misassignments. Narrative has also been added to indicate that for the 2005-06 school year, the most currently available data are reported.

Section VIII. Teacher and Staff Information

The narrative for this table has been expanded to indicate that for the 2005-06 school year, the most currently available data are reported.

Section IX. Curriculum and Instruction

Table: Quality and Currency of Textbooks and Instructional Materials

The title for this table has been modified, the narrative has been expanded, and the table has been redesigned to be more consistent with the subsequent table titled "Availability of Sufficient Standards-Aligned Textbooks and Other Instructional Materials." A clarifying statement has also been added as follows: "For kindergarten and grades one through eight, the information also includes a description of any supplemental curriculum adopted by the local governing board."

Section IX. Curriculum and Instruction

The narrative for this table has been expanded to clarify that standards-aligned textbooks and other instructional materials are locally adopted for grades 9 to 12, inclusive. A clarifying statement has also been added as follows: "For kindergarten and grades one through eight, the information also includes a description of any supplemental curriculum adopted by the local governing board ."

Section X. Postsecondary Preparation (Secondary Schools)

Table: Student Enrollment in Courses Required for University of California (UC) and/or California State University (CSU) Admission

The narrative for this table has been expanded to (1) clarify the meaning of "duplicated counts"; and (2) explain how, as a result, the number of students enrolled in all courses will, and the number of students enrolled in courses required for UC and/or CSU admission may, exceed the actual student enrollment figure for the school.

Section XI. Fiscal and Expenditure Data

The title of this table has been changed to reflect more accurately the content of the table.
