for participation rates and proficiency levels for each of the
following subgroups: race/ethnicity, socioeconomically disadvantaged
status, English learner, and students with disabilities status
(as defined for AYP).
Guidelines and Data Sources
NCLB requires that all students perform at or above the proficient
level on the state's standards-based assessment by 2014. Prior
to 2014, to achieve this goal and meet annual requirements for
improved performance, schools and districts must improve each
year according to set requirements. To make AYP, schools and districts
are required each year to meet or exceed specific criteria in
each of the following:
- Requirement 1: Participation rate on the state's standards-based
assessments
- Requirement 2: Percent proficient on the state's standards-based
assessments
- Requirement 3: API as an additional indicator
- Requirement 4: Graduation rate (for secondary schools)
Requirements 1 and 2 apply at the school, district, and subgroup
levels. Requirements 3 and 4 apply only at the school and district
levels, unless exception or "safe harbor" criteria are
used.
