IMPORTANT INFORMATION REGARDING
2014–15 TITLE III ACCOUNTABILITY REPORTS
The purpose of this letter is to provide you information on the waiver submitted by the California Department of Education (CDE) to the U.S. Department of Education (ED) to permit certain local educational agencies (LEAs) receiving Title III subgrants to continue to implement the same requirements in 2015–16 that were used in the 2014–15 school year. NOTE: this information applies only to LEAs who receive Title III funding.
In May 2015, the ED approved CDE's one-year waiver request to allow Title I, Part A, Program Improvement (PI) determinations to be made using only 2015 Adequate Yearly Progress (AYP) participation rate, attendance rate, and graduation rate for the 2015–16 school year.
The ED followed up this communication with a letter to all States in September 2015 to clarify State requirements for holding LEAs who receive Title III subgrants accountable for meeting Title III annual measurable achievement objectives (AMAOs). This letter provided additional guidance related to calculating AMAO 3 which requires LEAs to make AYP for the EL student group based on English language arts (ELA) and mathematics assessment results from the new 2014–15 statewide assessments aligned to college and career ready standards.
The ED letter further specified that States seeking to permit certain LEAs receiving Title III subgrants to implement the same requirements in 2015–16 that they used in the 2014–15 school year must submit a separate federal waiver request for Title III specifically no later than October 1, 2015.
The CDE submitted a waiver request to the ED in order to take advantage of this flexibility. Accordingly, the CDE will make AMAO determinations as follows:
- If an LEA misses AMAO 1, AMAO 2, participation rate, or graduation rate (if applicable) in 2014–15, that LEA is considered to have not met AMAOs for the 2014–15 year. LEAs currently not in Title III Improvement will enter Year 1 of AMAO consequences and LEAs currently in Title III Improvement will advance in AMAO consequences.
- If an LEA meets AMAO 1, AMAO 2, participation rate, and graduation rate (if applicable), it maintains its 2013–14 placement in the 2014–15 year and continues the sanctions associated with this placement in the 2015−16 academic year. The Title III reports will include a special conditions field to show which LEAs will maintain their 2013–14 placement in the 2014–15 year.
The table below provides examples of how 2014–15 Title III Accountability determinations will be made based on the conditions specified in the federal waiver request.
