March 15, 2012

Dear Select County and District Superintendents and Charter School Administrators:

2012-13 NOTIFICATION OF LOCAL EDUCATIONAL AGENCIES SELECTED FOR CYCLE A ON-LINE FEDERAL PROGRAM MONITORING REVIEW

Your local educational agency (LEA) is part of the Cycle A cohort within the cycles for Federal Program Monitoring (FPM). The California Department of Education (CDE) uses a risk-based approach which includes compliance history, academic achievement, program size, and fiscal analysis to identify LEAs for review.

Based on these factors, CDE has selected your LEA for an online FPM review of certain federal and state categorical programs operating within your LEA.

We request that you designate an LEA Review Coordinator to serve as the primary point of contact for the LEA and CDE during the monitoring review. The LEA Review Coordinator should have program administration experience and must be available during the FPM review. Please e-mail the attached LEA General Information Form to the FPM Office by April 2, 2012. This form (available on the CDE Compliance Monitoring Web page) allows the CDE to consider specific factors associated with the LEA when scheduling the FPM review.

In June, CDE will post additional information including the review schedule, school sites selected, program instruments, and training opportunities on the CDE Compliance Monitoring Web page. Following the release of the review schedule, FPM staff will contact the LEA Review Coordinator to discuss the preparation for the review, including uploading documents and evidence of compliance into the California Accountability and Improvement System (CAIS). Training and technical assistance on the use of CAIS will occur in summer 2012.

For additional information and resources, please visit the CDE Compliance Monitoring Web page. If you have any questions regarding the FPM process, please contact the FPM Office by phone at 916-319-0935 or by e-mail at fpmoffice@cde.ca.gov.

Sincerely,

Keric Ashley, Director
Education Data Management Division
