Dear Select County and District Superintendent and Charter School Administrators:
This is a follow up to our letter dated September 7, 2011, announcing on-site reviews of local educational agencies (LEA) that offer career and technical education (CTE) programs. The Office of Equal Opportunity (OEO) has been tasked to conduct these on-site reviews. You can review this letter on the Civil Rights Review of the CTE Web page.
Your LEA has been selected for an on-site review of the CTE programs. The selection of your LEA was based on the results of an analysis comparing CTE enrollment data to the overall enrollment data of the LEA. Enrollments by gender, race and disability populations were analyzed for disproportions (either over representation or under representation). LEAs showing the greatest overall disproportionate enrollments by gender, race or disability were selected for this review.
Reviews will occur between November 2011 and April 2012. The schedule of reviews including the school site selection is available on the Civil Rights Review of CTE Web page.
The California Civil Rights Compliance Review Instrument is designed to assist with the preparation for your review. It is to be used as a resource in assembling appropriate documentation indicating compliance with each of the CTE requirements. This document is available on the CTE Web page. The California Civil Rights Compliance Review Instrument will serve as the program instrument for reviews.
Every LEA must complete the General Information Form and e-mail it to OEO by October 24, 2011. This form is available on the CTE Web page. Following the receipt of the General Information Form, OEO staff will be in contact with your designated staff to coordinate the review and discuss the preparation for the review, including uploading documents and evidence of compliance into the California Accountability and Improvement System (CAIS). Review Instrument and the use of CAIS will be provided via a Webinar on October 26, 2011, at 9:30 a.m. Information about how to participate in the Webinar is attached for your review. (Information about the Webinar has been moved to the Civil Rights Review of CTE Web page..
Following the on-site review, a Letter of Findings (LOF) will be issued within 30 calendar days. LEAs with areas of noncompliance are required to complete a Voluntary Compliance Plan (VCP) within 60 calendar days following the LOF date.
