Notification of BASP Non-LEAs On-Site Review

Dear Non-Local Educational Agencies:

NOTIFICATION OF NON-LOCAL EDUCATIONAL AGENCIES FOR 2013-14 BEFORE AND AFTER SCHOOL GRANT ON-SITE MONITORING REVIEW INFORMATION

Federal and state laws require the California Department of Education (CDE) to monitor implementation of categorical programs operated by local educational agencies (LEAs) and non-LEAs. Both are responsible for creating and maintaining programs and are monitored to ensure that they meet fiscal and program requirements of federal categorical programs and mandated areas of state responsibility and funding. As part of state oversight responsibilities, non-LEAs will now be included in the ongoing review process.

Non-LEAs include nonprofit and for-profit agencies, city and county government, community based organizations (including faith based organizations, private entities, private schools and consortia of two or more of the above agencies), organizations, or entities that receive federal 21st Century Community Learning Centers and/or After School Safety and Enrichment for Teens Program funding. Reviews will take place through an on-site review process.

It is anticipated that the review process will be conducted from May through June 2014. At the end of each review, the After School Division (ASD) will complete a report of findings and inform the non-LEA on how to correct the findings. Additional information regarding which sites will be selected, the selection criteria, program instrument and schedule of reviews will be posted in the near future to the CDE Additional Federal Monitoring Web page at http://www.cde.ca.gov/ta/cr/addfpm.asp, under the sub header 21st Century Community Learning Centers.
