Dear District and County Superintendents and Non-Local Educational Agency Administrators:
Your agency has been selected for a Federal Program Monitoring (FPM) review of reported non-federal expenditures related to its Workforce Investment Act, Title II: Adult Education and Family Literacy Act, funded adult education programs for the years 2008–09 through 2011–12. The purpose of the review is to verify reported non-federal expenditures submitted to the Adult Education Office (AEO) in the spring of 2013. Reviews will be scheduled in February and March 2014.
The criterion used to select your agency is based on the aggregate dollar amount of reported non-federal expenditures in Adult Basic Education, Adult Secondary Education, English as a Second Language, and English Literacy and Civics Education program areas for the period of 2008–09 through 2011–12. Specifically, programs reporting non-federal expenditures at
$20 million or above have been selected for a review. Thirteen agencies were selected for review using this criterion and your agency is among the agencies selected.
We request that you designate a Review Coordinator to serve as the primary point of contact for your agency and the California Department of Education (CDE) during the monitoring review. The Review Coordinator must have adult education program administration experience and be available during the FPM review period.
Please complete the attached Local Education Agency General Information Form by
November 15, 2013. This form allows the CDE to consider specific factors associated with the agencies when scheduling reviews. Once completed, please e-mail the form to firstname.lastname@example.org.
In early December, the CDE will post additional information including the review schedule, the program instrument, and training opportunities on the CDE Compliance Monitoring Web page at http://www.cde.ca.gov/ta/cr/addfpm.asp under the Adult Education heading. Following the release of the review schedule, the AEO staff will contact the Review Coordinator to discuss preparation for the review, including uploading documents and evidence of compliance into the California Accountability and Improvement System. Training and technical assistance will be scheduled prior to the review.
