Dear District and County Superintendents and Non-Local Educational Agency Administrators:
Federal and state laws require the California Department of Education (CDE) to monitor implementation of programs operated by local educational agencies (LEAs) and non-LEAs. Both are responsible for creating and maintaining programs and are monitored to ensure that they meet fiscal and program requirements of federal programs as well as mandated areas of state responsibility and funding.
Non-LEAs include nonprofit and for-profit agencies, city and county government, community based organizations (including faith based organizations, private entities, private schools and consortia of two or more of the above agencies), organizations, or entities that receive Workforce Investment Act (WIA) Title II funding.
Monitoring may consist of an online and onsite review process. Approximately 13 WIA Title II programs will receive reviews. It is anticipated that the review process will be conducted during the 2013/14 fiscal year. At the end of each review, the Adult Education Office (AEO) will complete a report of findings, inform agencies of the findings, and any needed action required to correct the findings.
The CDE will announce the selection of programs to be monitored in a follow up letter to agencies selected for review.
