Frequently asked questions about the Certificated Staff Performance Incentive Awards Program.
  1. What is AB 1114?

    Assembly Bill (AB) 1114 or the Certificated Staff Performance Incentive Act provides financial awards to certificated staff at schools that made improvement in their Academic Performance Index (API).

  2. How much money is in the AB 1114 program?

    For 2000-01: The current state budget contained $100 million for the AB 1114 program. Approximately 1,000 certificated staff in schools with the greatest gains would have received $25,000 each; 3,750 certificated staff would have received $10,000 each; and 7,500 certificated staff would have received $5,000 each. Schools that showed the largest gains would have received the most money.

    However, you should note that the Governor is convening a "Special Session" of the Legislature to try and determine what steps are necessary to resolve the current state budget crisis. The Legislature's activities could result in the funding for this particular award being reduced or eliminated. The Legislature may also change the existing allocation scheme as well. Therefore, until such time as the Legislature resolves the budget issues, we cannot determine which schools, or how many, will actually receive the award. The Special Session is scheduled to conclude around the end of January 2002.

    For 1999-00: The Legislature allocated $100 million for the AB 1114 program. Schools that showed the largest gains will receive the most money. Approximately 1,000 certificated staff in schools with the greatest gains will receive $25,000 each; 3,750 certificated staff will receive $10,000 each; and 7,500 certificated staff will receive $5,000 each.

  3. When will I see the money from the AB 1114 awards?

    For 2000-01: The California Department of Education is planning to apportion the AB 1114 awards to school districts and charter schools in May 2002.

    For 1999-00:The California Department of Education is planning to apportion the AB 1114 awards to school districts and charter schools in May 2001. However, the State Superintendent of Public Instruction and State Board of Education are currently involved in litigation regarding schools' eligibility for receiving the Certificated Staff Performance Incentive Act award. In the event this litigation is successful, additional schools will become eligible to receive this award. Pursuant to a court order, the actual apportionment of these award funds is on hold pending the outcome of this litigation.

  4. What are the eligibility criteria for AB 1114?

    For 2000-01:
    The AB 1114 awards program is open to schools that meet the following conditions:
    1. A statewide API rank in deciles 1 through 5 in 2000.
    2. A 2001 API that demonstrates at least two times the school's annual growth target.
    3. Numerically significant subgroups which have all attained 80% of two times the school's API growth target or 8 points, whichever is greater, except when the sum of a subgroup's growth target and the subgroup's API is greater than or equal to 800. In these cases, comparable improvement shall be defined as two times the distance from the subgroup's API to 800. In no case shall comparable improvement be less than 8 points.
    4. A 95 percent participation rate on the Stanford 9 Achievement Test if the school is an elementary school or middle school, and a 90 percent participation rate if the school is a high school.
    5. Eligibility for awards in 2000.

    For 1999-00:
    The AB 1114 awards program is open to schools that had a statewide API rank in deciles 1 through 5 in 1999. In addition, schools must meet the following conditions:

    1. Growth on the Stanford 9 test from 1998-1999.
    2. 2000 API must show at least 2 times the annual growth target.
    3. All subgroups must make 80% of 2 times the school growth target.
    4. Elementary and middle schools must have a 95% Stanford 9 participation rate and high schools must have a 90% Stanford 9 participation rate. Local education agencies (LEA) will have to apply for this award on behalf on the eligible schools in their jurisdiction. The CDE will be distributing an application form to LEAs in early March 2001.

  5. Where can I find the list of eligible schools?

    The list of eligible schools is no longer posted on this Web site. Please call the Awards Unit at 916-319-0866 for further information.

  6. Why is my school not on the eligible list?

    A school may not appear on the list for a variety of reasons including not meeting the eligibility criteria. Other reasons might include data irregularities, the school's proportion of parental waivers exceeded 15 percent, or student population changes that invalidated the school's API.

  7. If my school is on the 1999-00 eligible list does that mean it's guaranteed to receive AB 1114 award money?

    No. For 1999-00, all schools that meet the eligibility criteria are included on this list. Schools were ranked according to their API growth minus two times their API target. Those ranks are shown alongside the pertinent API information. At this time CDE estimates that elementary schools with a rank of 210, middle schools with a rank of 57, and high schools with a rank of 32 may be eligible for award money. However, please note that these rankings are based on full time equivalent (FTE) counts taken from the 1999 CBEDS count. When the CDE completes inputting the data from the recent FTE data collection, these rankings could change somewhat. Also, pending litigation challenging the eligibility criteria could result in additional schools becoming eligible for this award. These additional schools would change the rankings substantially, in some cases causing schools to be "bumped" to a lower rank

  8. Will local education agencies (LEA) have to apply for these funds?

    LEAs will have to apply for this award on behalf of the eligible schools in their jurisdiction. The CDE will be distributing an application form in January 2002. On this form, LEAs will have to certify the eligibility of the schools under their jurisdiction, report the number of full time equivalent certificated positions at these schools, and provide the contact information for the exclusive bargaining units for teachers and other certificated staff at the awards-eligible schools. These applications are due back to the CDE by March 1, 2002.

  9. If my school is on the eligible list does that mean it's guaranteed to receive AB 1114 award money?

    No. All schools that meet the eligibility criteria are included on this list. Schools were ranked according to their API growth minus two times their API target. Those ranks are shown alongside the pertinent API information. At this time the CDE in unable to estimate which schools will actually receive the awards because of the "Special Session" of the legislature mentioned earlier.

  10. Does all the AB 1114 award money have to be distributed to the certificated staff?

    Yes.

  11. Can my district subtract indirect costs from the award check?

    No. Title 5 Regulation Section 1038 specifically states, " Governor's Performance Awards, Academic Performance Index Schoolsite Employees Performance Bonus and Certificated Staff Performance Act awards shall not be subject to school district, county or school indirect charges or other administrative charges."
  12. How does the collective bargaining unit at my school/district affect the award distribution?

    Each local governing board will negotiate individual award amounts with the exclusive representative of the teachers and other certificated staff's bargaining unit. In the event that the local governing board and exclusive representative of the bargaining unit do not reach an agreement regarding the amount of the award, all teachers and other certificated staff at the school shall receive an award amount that is equal to a percentage of their base salary, determined by dividing the total amount awarded to a school by the sum of the annual base salaries for teachers and other certificated staff at the school.
