CALPADS Update
The California Department of Education (CDE) will be transitioning to the California Longitudinal Pupil Achievement Data System (CALPADS) in late August. Currently, local educational agencies acquire and maintain Statewide Student Identifiers (SSIDs) through the California School Information Services (CSIS) system. The last day that LEAs will be able to acquire SSIDs through the CSIS system is July 31, 2009, and LEAs will not be able to acquire SSIDs until CALPADS is available in late August. Therefore, the CDE strongly encourages LEAs to acquire SSIDs for new students by July 31, 2009. This will minimize the rush to get SSIDs in September prior to the CELDT Pre-ID deadline of September 18, 2009.
To prepare for acquiring SSIDs through CALPADS, the CDE will be providing CALPADS training beginning the end of July. The training will be provided through WebEx, and will be offered multiple times through the end of September. Additional information about the CALPADS is available on the CALPADs Wep page.

Scoring Training of Trainers Workshops for the 2009-10 CELDT Edition
Educational Data Systems conducted workshops throughout the state that began on April 30, 2009 and will conclude on June 12, 2009. Over 2,000 participants attended the trainings. The Scoring Training of Trainers (STOT) Workshops for the 2009-10 Edition of the California English Language Development Test (CELDT) are provided to individuals who will train test examiners and who may administer the test in their respective county, district, or charter schools. All test examiners are required to be trained to administer and score the CELDT. Four make-up workshops will be provided in August 2009. For more information, or to register for make-up workshops, visit the Educational Data Systems Scoring Training of Trainers (STOT) Workshops Web page (Outside Source).
Kindergarten through Grade One (K-1) Early Literacy Assessment Field Test Results and Operational Test
Education Code (EC) Section 60810 was amended in 2007 to include a K-1 early literacy assessment for the CELDT program that included the development of reading and writing domains. In 2008, test questions were developed under contract with WestEd to assess K-1 students on the reading and writing domains identified in the English Language Development Standards. Listening and speaking test questions have been administered to K-1 students since the first CELDT administration in 2001.
Reading and writing test questions for K-1 were field tested the week of March 16-20, 2009. Over 2,500 K-1 students in 57 schools from 35 districts statewide participated in the K-1 reading and writing field test. Based on content reviews by K-1 teachers and test administrators and field test results, operational test questions were selected for the 2009-10 Edition of the CELDT by the test contractor and approved by California Department of Education. These K-1 reading and writing test questions have been developed into a stand-alone student test book separate from the current K-1 listening and speaking test books.
Additionally, field-test examiners were surveyed about issues related to test administration. As a result of the survey, test directions were clarified and page layouts were modified. The K-1 reading and writing operational test will be administered for the first time beginning July 1, 2009.
