Form F - 2006-07
Release of Form F 2006-07 Annual Assessment Summary Results
On June 21, 2007, Jack O’Connell, State Superintendent of Public Instruction, announced the release of summary results for the Form F 2006-07 Annual Assessment. The results showed 32 percent of our English learners scored at the early advanced or advanced performance levels on the California English Language Development Test (CELDT).
In June, CTB/McGraw-Hill (CTB), the CELDT test contractor, provided districts with instructions for downloading the updated Form F General Research Tapes (GRT) that included converted Form E results that districts had previously provided during the annual assessment. The converted Form E results were provided by CTB for a one-time comparison between Form E student performance placed on the new scale and Form F student performance.
Reminder - Form F - End of Year
The last date for administering Form F for Initial Identification was June 30, 2007. Form F Initial Identification documents will not be accepted by CTB for scoring after July 13, 2007. For additional information see “Important Dates” in the CELDT Test Coordinator’s Manual for Form F.
Unused 2006-07 Form F Materials
All completed Form F tests should be returned for scoring, and all unused tests or other test materials must be disposed of appropriately as indicated on page 30 of the Form F Test Coordinator’s Manual:
“Other test materials (test books, unused answer documents, Examiner’s Manuals, etc.) should be retained at the school or district, where they will be scheduled for retrieval or destroyed in accordance with district policy.”
Accordingly, districts make the decision as to whether other test materials, as indicated above, are to be picked-up by CTB at no cost to the district or destroyed locally.

2007-08 Edition
Train the Trainer Summer Workshops for 2007-08
CTB conducted 18 Pre-Administration ‘Train the Trainer’ workshops from April to June. Annual training is required for those who train others to administer the CELDT. The workshop is designed for the district CELDT coordinator and/or trainer for the district.
There are six more opportunities to attend this free workshop during August. Registration can be found on the CTB Web site at http://www.ctb.com/07-08celdt/. Confirmation includes a map to the facility as well as other pertinent information. Participants will receive a training binder, a video/DVD, two audio practice CDs, and a CD with all materials needed to provide a local training for examiners and scoring staff. 2007-08 Edition – New Terminology
Beginning with the 2007-08 school year, the annual edition of the CELDT is identified by school year. Previously, the annual editions of the test were identified as Forms A-F. The 2007-08 Edition is to be used for the CELDT administration during the 2007-08 school year.
The annual assessment window is open from July 1 through October 31, 2007, for assessment of all English learners. The initial identification window is ongoing from July 1, 2007, through June 30, 2008.
2007-08 Pre-Identification
Pre-Identification Files
Pre-Identification (ID) files only are being accepted by CTB from June 15, 2007, through September 21, 2007. Access to the Precode Application will not be available after September 21, 2007. The 2007-08 Edition Pre-ID File Layout is available on the CDE Web site at http://www.cde.ca.gov/ta/tg/sa/pid.asp. Information about submitting pre-ID files is available on the CTB Web site at http://www.ctb.com/07-08celdt/ (Outside Source).
Previous Year Date
As indicated in the 2007-08 Pre-ID File Layout or the 2007-08 answer document, districts that are testing students for annual assessment are required to provide previous results and the month and year of that assessment.
If the district has the previous year but does not have the previous month, the district may provide a month between July and October for students who previously took the CELDT during the annual assessment window last year. For students who took the CELDT for initial identification last year, provide a month between July and June.
Pre-Identification Error
Errors were discovered in fields 54, Student Receives Special Education Services at a Nonpublic Non-Sectarian School (NPS), and 55, County, District, School Code (CDS) Code for the NPS of the Pre-ID File Layout, but they were corrected on July 2. If you uploaded your Pre-ID File before 4:00 p.m. on July 2, you should have been contacted by CTB.
Answer Books Error
An error has been discovered in the Answer Book in Box 14, PREVIOUS CELDT SCALE SCORE. The data grid does not allow all scale scores to be bubbled for all content areas, including the overall scale score.
This issue affects only Annual Assessment students whose answer books are bubbled. Students whose answer books have a Pre-ID label are not affected because all ranges of Previous CELDT Scale Scores can be entered into the Pre-ID system.
All districts are highly encouraged to order Pre-ID labels for all Annual Assessment students. Because of this error, CTB will not charge districts for ordering 2007-08 Edition Pre-ID labels.
Districts that do not order Pre-ID labels should note the Instructions for completing student answer books with no Pre-ID labels:
- Follow the instructions on pages 14-26 of the Test Coordinator’s Manual with one exception: DO NOT bubble Box 14, PREVIOUS CELDT SCALE SCORE. Leave all of Box 14 blank.
- CTB will populate these fields for students who tested on Form F (2006-07) and whose answer books were returned to CTB for scoring and reporting regardless of where the student took the CELDT during the 2006-07 school year.
- During the Data Review Module (DRM) window (February 2008), verify that these scores are correct.
- If the Previous CELDT Scale Scores are not correct, districts must change the scores during the DRM Edit and Upload window.
