New CELDT Guidelines for the Calculation of Overall Performance Score and Modifications to the Definition of English Proficiency for Kindergarten and Grade One (K–1) Students
On July 15, 2010, the State Board of Education (SBE) approved a modification to the calculation of the overall performance score for K–1 students. Beginning with the 2010–11 Edition, the overall performance score for K–1 students will be calculated with the following weights:
- 45 percent listening, 45 percent speaking, 5 percent reading, and 5 percent writing.
In addition, the SBE approved a modification to the definition of the English proficient level (i.e., CELDT criterion) for K–1 students. The modified definition requires the following:
- Overall performance score of Early Advanced or above, and domain scores for listening and speaking at the Intermediate level or above.
For K–1, the domain scores for reading and writing are not required to be at the Intermediate level.

Scoring Training of Trainers (STOT) Workshops
The Sacramento County Office of Education will conduct the last two test administration training workshops for the 2010–11 Edition on August 24, 2010 in Costa Mesa and on August 31, 2010 in Sacramento. Information about registering for these workshops or additional local/regional trainings is available on the EDS CELDT Web site.
Posting of the 2009–10 Title III Accountability Reports and Information Guide
The Title III 2009–10 accountability reports, including information on annual measurable achievement objectives (AMAOs) 1, 2, and 3, will be posted on September 9, 2010.
The Title III 2009–10 Accountability Report Information Guide will be posted in September, 2010.

Save-the-Date! Assessment and Accountability Information Meetings
Next month, the CDE will host two one-day meetings for local educational agency (LEA) staff to provide the latest information about California’s assessment, accountability, and data management systems. The first meeting will be held at the Sacramento Convention Center on September 21, and the second meeting will be held at the DoubleTree Hotel Ontario on September 28. In response to requests from past attendees, the meeting on September 28, 2010, will also be offered as a live (and archived) Webcast. Each meeting is scheduled 8:00 a.m. to 5:00 p.m.
This month, further information, including instructions for registering, will be sent to LEA testing liaisons and any other attendees from last year.
