Annual Assessment
The 2005-06 CELDT annual assessment window is July 1 - October 31, 2005.
Form E of the CELDT is to be used for the annual English-language proficiency assessment of all English learners in the 2005-06 school year. Due to state and federal accountability requirements, there are no parent waivers for the CELDT.
All school districts should have received Form E testing materials from the test contractor, CTB/McGraw-Hill (CTB). For questions regarding testing materials, e-mail the CTB CELDT Help Desk at CELDT@ctb.com or call your CTB CELDT representative at 800-994-8594.
Training
All CELDT examiners who administer and score the test are to be trained and qualified on Form E.
- CELDT examiners are required to be school district employees, proficient in English, who have successfully completed a full-day CELDT training session.
- In August 2005, CTB will provide four regional workshops for those school districts and county offices that were unable to participate in the spring training for the 2005-06 CELDT administration.
- The training focuses on scoring procedures and administering CELDT Form E. The signed certificates, training video, CD and PowerPoint presentation are issued only to those trainers who successfully complete a one-day training session.
- Information regarding the training has been sent to the CELDT District Coordinators.

Initial Identification Assessment
Initial identification assessment is ongoing throughout the school year. The CELDT is to be administered for initial identification purposes within 30 calendar days of first enrollment to a pupil whose primary language is other than English, as determined by the Home Language Survey, and who has not previously been assessed for English-language proficiency in a California public school in kindergarten through grade twelve.
Pre - Identification
The 2005-06 Form E Pre-Identification File Layout is available at http://www.cde.ca.gov/ta/tg/sa/pid.asp. CTB will accept precode files through September 15, 2005. For additional information, contact the CTB CELDT Help Desk by phone at 800-994-8594 or by e-mail at CELDT@ctb.com.
Title 5 Regulations
The Title 5, Division 1 Chapter 11 of the California Code of Regulations, CELDT, defines and delineates specific requirements. The regulations can be found at the California Code of Regulations Web site at http://ccr.oal.ca.gov/ (Outside source).
CELDT District Coordinator Contact Information
As stated in the regulations, all school districts, even those that do not currently have English learners enrolled, are required to have a CELDT District Coordinator (CDC).
- Notifications regarding the CELDT are regularly sent to the CDCs.
- CTB, the test contractor, maintains an online database with CDC contact information located at http://www.ctb.com (Outside Source).
- Changes/updates must now be made online; change requests by telephone or e-mail will no longer be accepted.
- It is each CDC’s responsibility to ensure that the information is current and accurate.
- Each CDC is advised to log on and verify that the contact information is correct.
- Personal e-mail addresses are not accepted for security reasons. If a CDC does not have a district e-mail address, the California Department of Education (CDE) recommends that a mailbox designated as CELDT be established in the school district to allow the CDC and any additional designees access to CELDT information.
- Specific instructions have been sent to each CDC via e-mail and regular mail. For help in accessing the online database, contact the CTB CELDT Help Desk at 800-994-8594.
CDC and Transfer of Student Scores
In order to comply with state and federal accountability requirements, CDCs are reminded that as stated in the newly approved regulations, it is the responsibility of each CDC to establish a district procedure so that whenever a pupil transfers from one school district to another, the pupil’s CELDT records shall be transferred by the sending district within 20 calendar days upon a request from the receiving district where the pupil is now enrolled. Unused Materials
A procedural change for unused testing materials has been established:
- September 19-30, 2005, school districts may schedule a pick up of all unused testing materials (Form D and any previous forms) via online scheduling, or they may destroy their documents onsite.
- Detailed instructions for the proper return or destruction of unused test materials have been sent to each CDC from CTB.
- This procedure does not affect excessive materials charges. These charges will continue to be based on the number of tests a district ordered compared to the number submitted for scoring.
California School Information Services (CSIS)
- The CELDT requires a CSIS student identifier beginning in the 2005-06 school year.
- In order to improve the accuracy of the student demographic and program participation data collected with the CELDT, the CDE is requesting local educational agencies (LEAs) to first submit their CELDT Pre-ID files to CSIS for data cleansing before submission to CTB.
- The resulting feedback and detailed data analysis from CSIS will enable the LEAs to refine their CELDT Pre-ID data prior to submitting their Pre-ID files to CTB.
- CSIS will only process the Fixed Length CELDT Pre-ID file format. CELDT Pre-ID extracts created with delimiters cannot be processed by CSIS and must be sent to the CELDT testing vendor.
- CSIS is providing training for LEAs that will utilize the CSIS data cleansing service for the CELDT Pre-ID file.
- This training will only cover CSIS activity and assumes the LEA participants have a working knowledge of the Pre-ID submission process. Additional information is available at http://www.csis.k12.ca.us (Outside Source).

Bureau of State Audits Report
The June 16, 2005, report from the Bureau of State Audits, "Department of Education: School Districts' Inconsistent Identification and Redesignation of English Learners Cause Funding Variances and Make Comparisons of Performance Outcomes Difficult" focuses on the CDE's and a sample of school districts' administration and monitoring of supplemental English learner program funds. Upcoming North-South Meetings
CDE's Standards and Assessment Division will provide an update on each of its testing programs at its semi-annual North-South Meetings. The meetings will be held in Sacramento on October 11 and in Burbank on October 26. Further information about the North-South meetings will be sent to district test coordinators next month.
