English Language Proficiency Assessments for California (ELPAC) Update
In April 2013, the California Department of Education (CDE) provided an Information Memorandum to the State Board of Education (SBE) to introduce the proposal of replacing the California English Language Development Test (CELDT) with the ELPAC system aligned to the 2012 ELD standards. Additionally, the CDE presented an information only item to the SBE in May 2013, that addressed the move to a technology-based assessment system, having an initial (diagnostic) screener and a summative test, and the timeline about the proposed transition to the ELPAC. CELDT Item Alignment Meeting
In January 2013, the CDE directed the CELDT contractor, Educational Data Systems, to develop a plan to determine which existing CELDT questions would be suitable for use in the new ELPAC system. As part of this plan an item alignment meeting was held in June 2013. Approximately 100 kindergarten through grade 12 (K–12) educators from throughout California were carefully selected and approved by the CDE to engage in a process to determine alignment of current CELDT items to the 2012 ELD Standards. A final report of the alignment study will be provided by the current test contractor to document the activities performed, and the results of the alignment of CELDT questions to the 2012 ELD Standards.
Scoring Training of Trainers Workshops Update
Educational Data Systems conducted 15 Scoring Training of Trainers (STOT) workshops throughout the state this spring. Two additional workshops will be provided for the 2013–14 Edition: August 23, 2013 in Costa Mesa, and August 27, 2013 in Sacramento.
All test examiners must be trained to administer and score the CELDT. Workshops for the 2013–14 Edition of the CELDT are provided to individuals who will train test examiners and who may administer the test in their respective county, district, or independently-testing charter schools.
