Release of CELDT 2011–12 Initial Assessment Summary Results

Initial assessment results for the 2011–12 edition of the California English Language Development Test (CELDT) can be found on the California Department of Education (CDE), DataQuest Web page. Annual, initial, and combined assessment results can be found at the state, county, district, and school levels.

Report on CELDT Results by Prior Performance Level Now Available
The CDE has created a new report to compare students’ current-year CELDT Overall performance level to the same students’ prior-year CELDT Overall performance level by school, district, county, and state levels. The purpose of the report is to assist local educational agencies (LEAs) in monitoring their students’ progress on the CELDT. This new Web report is available on the CDE DataQuest Web site. The report will be updated annually when CELDT data are released.
Notification Reminder: CELDT Apportionment Information Reports

The revised 2011–12 CELDT Apportionment Information Reports were printed on green paper and mailed to district and county superintendents and charter school administrators November 1, 2012. The Apportionment Information Report reflects the number of pupils tested between July 1, 2011, through June 30, 2012 (annual and initial assessments). The superintendent or charter school administrator is required to certify the accuracy of the data on the report, sign and date the report, and mail the original to the CDE.

Certified reports must be postmarked by December 31, 2012. If a district or charter school does not return a certified report to the CDE by the December 31, 2012, deadline, the district or charter school can apply for a waiver of the deadline to be approved by the California State Board of Education (SBE) as provided by California Education Code Section 33050. The CDE cannot release payment of the apportionment funding payments for late apportionment reports without an approved waiver.

Data Review Module Window

The 2012–13 edition Data Review Module (DRM) will open for four weeks beginning on Monday, February 4; and continuing through Friday, March 1, 2013. The DRM application will contain student records for all students tested during the annual assessment window (July 1 to October 31, 2012) and whose answer books were received by the “Receipt Date for Scoring” deadline of November 9, 2012, or were in shipments requested for pickup no later than November 15, 2012, as published in the District and Test Site Coordinator’s Manual.

The purpose of the DRM is to view and make corrections to student demographic data errors prior to the public release of 2012–13 summary results and to calculate annual measurable achievement objectives (AMAOs) 1 and 2. Reviewing and correcting errors during the DRM also ensures that data will be as accurate as possible for school-, district-, and state-level summary reports provided in the spring 2013.

New English Language Development Standards

Assembly Bill (AB) 124 required the State Superintendent of Public Instruction, in consultation with the SBE, to update, revise, and align the current English-language Development (ELD) Standards with the Common Core State Standards adopted by the SBE in July 2010.

On November 7, 2012, the SBE adopted new ELD standards that meet the guidelines required by AB 124. These new ELD standards will help guide curriculum, instruction, and assessment for English learners who are developing the English language skills needed to engage successfully with state subject matter standards for college and career readiness. K–1 Item Writer Training

In response to the new ELD standards, Educational Data Systems will be hosting a K–1 Item Writer Training on January 29–30, 2013, in Sacramento. The purpose of the meeting is for participants to use their experience and expertise to generate age-appropriate CELDT items for kindergarten and grade one that are aligned with the new ELD standards. The items developed will be used for future editions of the CELDT.

Additional CELDT educator meetings are scheduled for 2013. The following is a list of scheduled meetings for 2013:

  • K–12 Item Writer Training

Archived Presentations and Webcasts of Assessment and Accountability Information Meetings

In September and October 2012, the CDE hosted two one-day meetings to provide LEA staff with the latest information about California’s assessment, accountability, and data management systems. The first meeting was held at the Doubletree Hotel Ontario on September 19, and the second meeting was held at the Sacramento Convention Center on October 1. In response to requests from past attendees, an archived webcast was provided. Archived presentations and webcasts are available on the CDE North/South Information Meetings Web page.
