CELDT Assessment Notes (April 2007)

April 2007 edition of the Standards and Assessment Division Notes for the California English Language Development Test.

Errata

The February 2007 edition of the CELDT Notes had an error. Under Annual Assessment the fourth bullet should read as follows:

If an English learner was not tested during the AA window, score locally using the E-tip available on the CTB/McGraw-Hill (CTB) Web site (Outside Source), and use the results for program planning. If an English learner is tested after the AA window and scored locally for program placement purposes, those scores may NOT be used in the coming year as prior year scores.

Changes in 2007-08

Test Editions and Versions

Beginning with the 2007-08 school year, the California English Language Development Test (CELDT) will be referred to by school year edition with numbered versions. In the past, the term “Form” was used in two different manners; Form F was the name of the 2006-2007 test edition and Form F-1 through Form F-11 were the names of the versions. “Form” will no longer be used to refer to the annual edition or to the versions. Beginning with the 2007-08 school year, the CELDT will be referred to as the 2007-08 Edition of the test and the versions will be referred to as versions G-1 through G-11. Beginning in the 2008-09 school year, the versions will no longer include a letter and will simply be referred to as versions 1 through 11. The following table is meant to clarify this change.

Test Purpose

Up through the 2006-07 school year, the answer documents for tests administered during the Annual Assessment (AA) window without Test Purpose identified have been scored by the test contractor as AA. Answer documents without Test Purpose identified for tests administered after the AA window were scored and reported as Initial Identification (II). Beginning with the 2007-08 school year, only school districts may determine the Test Purpose. The test contractor will no longer determine the Test Purpose based on the date of testing. If an answer document arrives without Test Purpose or the test contractor is unable to determine the Test Purpose, the results will indicate “Test Purpose Unknown.” Districts may use the Data Review Module (DRM) to correct Test Purpose for all students who have Test Purpose Unknown. If not corrected, Test Purpose Unknown will be printed on the Student Proficiency Level Report (SPLR). Additionally, these results will not be included in files used to determine Annual Measurable Assessment Objectives (AMAOs) and will not be included in summary results posted on the DataQuest Web site.

Beginning with the 2007-2008 testing, only enrolled students who are currently identified as English learners and who are tested during the AA window will have a Test Purpose identified as Annual Assessment. Enrolled students who are currently identified as English learners and are tested after October 31 will not be included in the AA window. If answer documents for English learners tested after October 31 are sent to the test contractor for scoring, the results sent to the district will indicate “Outside AA Window” and will not be included in the General Research Files (GRF) previously referred to as General Research Tapes (GRT). These results also will not be included in files used to determine Annual Measurable Assessment Objectives (AMAOs) and will not be included in summary results posted on the DataQuest Web site.

Pre-Administration Workshops

Every spring CTB, the test contractor, provides Pre-Administration Train-the-Trainer Workshops. This training is designed to train CELDT District Coordinators (CDC) so that they may provide required annual training to test examiners or proctors that are required to receive training to administer and score the CELDT. Reading and Writing Testing of Students in Kindergarten and Grade One

Title III of the No Child Left Behind Act of 2001 requires that English learners in kindergarten through grade twelve be assessed in listening, speaking, reading, and writing. California sought a waiver of the requirement to test kindergarten and grade one students in reading and writing. The waiver was denied by the U.S. Department of Education.

In order to assess students in kindergarten and grade one in reading and writing, the Education Code must be amended. For a third year, Superintendent O’Connell is sponsoring a bill seeking legislation to develop this assessment. If enacted, Senate Bill 827 (Padilla) would authorize the change. Once the Education Code is amended, the CDE estimates one year will be needed for test development and field testing. Inclusion of the new items in the operational test only would be possible at the beginning of the school year following test development and field testing. CELDT District Coordinator Contact Information

Notifications regarding the CELDT are regularly sent to the CDC. All school districts, even those that do not currently have English learners enrolled, are required to have a CDC [California Code of Regulations, Title 5, Section 11513].

CTB maintains an online database located on their Web site for 2006-07 (Outside Source) and 2007-08 (Outside Source) with CDC contact information. Title 5 of the California Code of Regulations states that every year, on or before April 1, every superintendent shall designate a CDC and shall notify the test contractor of the CDC’s identity and contact information. Each CDC is advised to log on and verify that the contact information is correct. If the CDC is not receiving e-mails from the CDE or CTB, check the CTB online database. If a new CDC has been appointed, the superintendent must inform CTB in writing (on stationery with a district letterhead) of the change.

2006-07

Data Review Module

The CDE thanks school district personnel who took advantage of the Data Review Module (DRM) provided by CTB to edit records for all students who took the CELDT during the annual assessment window – July 1 through October 31, 2006. Updated summary results will be provided on the CDE DataQuest Web site by the end of May. CTB will provide replacement student data files via the secure CTB CELDT Web site in May, for school districts that completed and corrected their records using the DRM.

Reminder - Form F - End of Year

The last date for administering Form F for Initial Identification is Saturday, June 30, 2007. The last date for requesting a pickup is July 6, 2007. Form F Initial Identification documents will not be accepted by CTB for scoring after July 13, 2007. For additional information see “Important Dates” in the CELDT Form F Test Coordinator’s Manual.
