Significant Subgroup - English Learners

  • Nearly 1.6 million English learners (EL) in Kindergarten (K) through grade 12 in California (Source: DataQuest, 2006-07)
    • Over 85 percent speak Spanish
    • Six percent participate in Migrant Education
  • Achievement gap in performance of English learners on other state tests when compared to their English-speaking peers

Purposes and Uses

  • Initial Identification:
    • Identify students who are limited English proficient (LEP)
    • Test students whose home language is other than English, within 30 calendar days after first enrollment in a California public school
  • Annual Assessment:
    • Determine the level of English-language proficiency of English learner (EL) students
    • Test ELs once a year to measure their progress in learning English until they are reclassified

  • Title III Accountability:
    • To assess progress in acquiring the skills of listening, speaking, reading, and writing in grades K to 12
    • To assess overall comprehension (average of listening and reading scores) in English
    • To calculate Annual Measurable Achievement Objectives 1 and 2

EL Reclassification

  • Education Code Section 313 (d) specifies four criteria:
    • Assessment of English proficiency
    • Evaluation of performance in basic skills
    • Teacher evaluation of student
    • Parental opinion and consent

  • Domains:
    • Listening and Speaking (K - Grade 12)
    • Reading and Writing (Grades 2 - 12)
  • New Law: Early literacy assessment in K and Grade 1
    • Field test in 2008-09

Technical Changes

CTB/McGraw-Hill, CELDT test contractor, implemented technical changes:

  • Standard setting in February 2006
  • New common scale (2006-07)
  • New performance level cut scores, approved by State Board of Education in March, went into effect in July 2006
  • Form E (2005-06) concordance between original scale and new scale completed in June 2007

Appropriate Interpretations - Before 2006

What scores were appropriate to compare for the original-scale CELDT scores in 2000 through 2005-06?

  • A student's scale scores on the old scale could be compared from year to adjacent year within the same grade span only.
  • A student's performance level could be compared from grade to adjacent grade regardless of grade span.

Appropriate Interpretations - 2006 and Beyond

What scores are appropriate to compare to the CELDT scores in 2007-08 and beyond?

  • A student's 2007-08 scale scores can be compared to scale scores from 2006-07 or future CELDT administrations.
  • A student's scale scores on the new common scale can be compared from grade to adjacent grade regardless of grade span.

Test Coordinators

  • Annually, the district superintendent shall:
    • Designate CELDT District Coordinator (CDC)
    • Designate CELDT Test Site Coordinator (TSC)
    • Provide test contractor with CDC name and contact information

Test Examiner

  • School staff who administer and score the CELDT must:
    • Be proficient in English
    • Receive specific training
  • Recommend examiners who:
    • Are classroom teachers
    • Have complete command of English
    • Can correctly pronounce full range of American English phonemes

Test Variations

  • Matrix of Test Variations, Accommodations, and Modifications for Administration of California Statewide Assessments http://www.cde.ca.gov/ta/tg/sa/documents/matrix5.doc
  • Districts may provide certain testing variations to all students
  • EL students with disabilities shall be permitted to take the CELDT with those accommodations or modifications specified in their individualized education programs (IEPs) or Section 504 Plans

Alternate Assessments

  • EL students with disabilities, who are unable to take entire CELDT or a section of the test with variations, accommodations or modifications, shall be administered an alternate assessment for English language proficiency per their IEPs
  • Student score reports to be marked taken with an alternate assessment

Test Security

  • Must sign security affidavit and agreement forms before access to test
  • Districts must keep CELDT materials secure at all times
  • Must not include actual test questions in written or electronic communications
  • Must immediately notify test contractor of any security breaches or testing irregularities

Testing Windows

  • Annual Assessment (AA)
    • Testes annually July 1 - Oct 31
  • Initial Identification (II)
    • Tested July 1 - June 30
    • Within 30 calendar days of enrollment in a California public school

Administration

  • Once assigned, a Statewide Student Identifier (SSID) must be provided for all students that take the CELDT
  • Only school districts may determine the Test Purpose; the scoring system will no longer default to AA or II depending on date tested

Scoring

  • Speaking is always scored locally.
  • Kindergarten students are tested one-on-one and may be scored at the same time. This is an option for 1st grade.
  • Send answer books monthly to test contractor for official scoring.

Scoring for Initial Identification (II)

  • Score locally for II and placement
  • May use Electronic Tabulation Interpretation and Placement (e-TIP) available on CTB CELDT Web site
  • July 15 - deadline for receipt of II documents by contractor for previous school year

Return of AA Materials

  • November 8, 2007 - Deadline for requesting pick-up of AA test materials
  • If AA answer books are not received by November 15, 2007:
    • Books are returned to sending district to be scored locally for Initial Identification
    • District considered out of compliance with state and federal requirements
    • May result in excessive materials charge
    • Will not be reported on the CDE Web site

Box 14 Error

  • Missing bubbles for some possible scale scores
  • Answer documents without Pre-ID Labels
    • Leave Box 14 blank
    • CTB/McGraw-Hill will provide previous scale scores
      • using last year's file if the record for the student included, and
      • if the answer document has an SSID that matched last year's results

Reporting Requirements

  • Education Code Section 60812 requires:
    • annual Internet posting of school, school district, county, and state level results
  • Title III requires:
    • Listening and Speaking scored and reported separately
    • Comprehension score (average of listening and reading)

General Research File (GRF)

  • Contains scale scores:
    • Listening and Speaking (grades K - 12)
    • Reading and Writing (grades 2 - 12)
  • Contains a Comprehension score for grades 2 -12 that is the average of scores for Listening and Reading

Data Review Module (DRM)

  • February/March 2008 - Districts correct AA data to ensure accuracy of accountability results
  • April/May 2008 - AA results are posted after corrections
  • Post-DRM results are used to calculate Annual Measurable Achievement Objectives (AMAOs)

Notification of Results

  • Each school district shall notify parents of guardians of CELDT results within 30 calendar days following receipt of results.
  • District reports must conform to Education Code Section 48985 regarding translating and reporting in primary language (15%).
  • Regulations require ELs' records be transferred to new district by old district within 20 days upon request.

    • June 2007 - AA results
    • October 2007 - 2006-07 II results
  • 2007-08 Edition (name change)
    • By May 2008 - AA results
    • By October 2008 - II results

Apportionment

  • School districts receive $5 for each test scored by the test contractor.
  • CDE sends out apportionment information reports by November 15.
  • District superintendent to certify (submit to CDE) the number of tests administered by December 31.
