CELDT Assessment Notes (June 2006)

June 2006 edition of the Standards and Assessment Division Notes for the California English Language Development Test.

Reminder - Form E - End of Year

The last date for administering Form E for Initial Identification is Friday, June 30, 2006. The last date for requesting a pickup is July 7, 2006. Form E Initial Identification documents will not be accepted by CTB-McGraw/Hill (CTB), the California English Language Development Test (CELDT) contractor, for scoring after July 14, 2006. Form F

  • Form F is to be used for the CELDT administration during the 2006-07 school year. The annual assessment window is open from July 1 through October 31, 2006, for assessment of all English learners. The initial identification window is ongoing from July 1, 2006 through June 30, 2007. During this period, the CELDT is to be administered within 30 calendar days of first enrollment to all pupils whose primary language is other than English, as determined by the Home Language Survey (HLS), and who have not previously been assessed for English proficiency in a California public school (including charter schools).
  • Pre-ID files will be accepted by CTB from June 15, 2006 through September 18, 2006 only. Access to the Precode Application will not be available after September 18, 2006. The Form F Pre-ID File Layout may be found on the Pre-ID Web page. Information about submitting pre-ID files may be found on the CTB Web site (Outside Source).

CSIS Will Not Provide Data Editing and Reporting Services

California School Information Services (CSIS) will not provide Data Editing and Reporting Services for the 2006-07 school year to local educational agencies (LEAs) using Pre-Identification (Pre-ID) services for the California English Language Development Test (CELDT) and California High School Exit Exam (CAHSEE) assessments. However, CSIS Data Editing and Reporting Service for the Standardized Testing and Reporting (STAR) assessments will continue to be provided. 

The cancellation of the CSIS Pre-ID Data Editing and Reporting Service for CELDT and CAHSEE does not impact the Pre-ID submission process between LEAs and the testing contractor. The CSIS process was strictly for data validation and did not supplant any activity the LEA performed with the testing contractor. LEAs are still required to send their Pre-ID files directly to the testing contractor.

Special Education Disability Codes for 2006–07

The California Department of Education (CDE) Special Education Division has implemented new disability codes that will be used for California Special Education Management Information System (CASEMIS) reporting purposes, beginning in the 2006–07 school year. The disability codes specified for the STAR Program (including Aprenda 3), CAHSEE, and CELDT for 2006–07 do not match these new disability codes.

PLEASE NOTE: For the purposes of reporting disability codes on statewide assessment answer documents and pre-ID files, use the codes outlined in the 2006–07 test administration materials provided by each of the testing contractors. (These are the same codes as those used during the 2005–06 school year.) The disability codes used for CASEMIS will not be accepted as valid values on the 2006–07 answer documents and pre-ID files for statewide assessments. Beginning in the 2007–08 school year, the disability codes used for CASEMIS will also be used for all statewide assessments.

Statewide Student Identifier (SSID)

SSIDs are now required for all students. Local educational agencies (LEAs) must acquire new SSIDs for new students and maintain SSIDs for all existing students. School districts are responsible for obtaining SSIDs for all students in the district, including students assigned to non-public non-sectarian schools (NPS) based on individualized education program (IEP) team recommendations as well as students receiving their core instruction at a district school, under the supervision of the district. County Offices of Education and State Special Schools are responsible for obtaining and maintaining SSIDs for students receiving core instruction under the supervision of the County Office School or State Special School.

Alternate Assessment Options

The CELDT Assistance Packet states that “alternate assessments provide an alternate means to measure the English language proficiency of students with disabilities whose IEP teams have determined that they are unable to participate in the CELDT even with variations, accommodations, or modifications.”

The Assistance Packet lists three tests that may be administered as alternate assessment. This list is not meant to be complete. Rather, the three tests are examples. The IEP teams determine which students need alternate assessments and how they should be assessed.

Home Language Survey

School districts must administer the CELDT for initial identification to all enrolling students who have a primary language other than English listed on their HLS and for whom there is no record of English language proficiency assessment results. This must occur within 30 calendar days after students first enroll in a California public school. The initial CELDT is administered throughout the year as new students are enrolled.

Education Code Section 52164.1 states that the primary language of new pupils shall be determined as they enroll. Once determined, the primary language need not be redetermined unless the parent or guardian claims there is an error. Home language determinations are required only once, unless the results are disputed by a parent or guardian.The CELDT must be administered to any student whose parent or guardian completed any of the first three questions on the HLS by indicating a language other than English. The answer to the fourth question is not required but may be considered by school district personnel when making the decision whether to administer the CELDT. Once a student has been identified as an English learner and takes the CELDT, the student must be reclassified in order to no longer take the CELDT.

Remaining Pre-Administration Workshops

During the past couple of months, CTB has presented 16 Pre-Administration Workshops throughout the state. Personnel from all school districts are to attend Pre-Administration Workshops. If you have not yet attended one of the workshops, CTB will present four more workshops during the month of August.
