Return of Annual Assessment Answer Documents
The California English Language Development Test (CELDT) has been rescaled, and new proficiency-level scale score cut points have been established for Form F. Following the Data Review Module (DRM), CTB/McGraw-Hill (CTB) will provide school districts with a new General Research Tape (GRT) that will include scores for Form F as well as converted scores for Form E (i.e., Form E scores reported in the new scale score metric). In order to ensure that school districts receive the GRTs in a timely manner, it is imperative that annual assessment answer documents be submitted to CTB for scoring on a monthly basis. Form E Results
In January 2007, CTB will provide an original Form F GRT that will include previous Form E scores that will not have been converted. In April 2007, following the DRM, CTB will provide a new Form F GRT that will include converted Form E scores. Do not attempt to compare Form F results with results from any previous forms until the new GRT is received in April.
Spanish Translations Updated
The CELDT Assistance Packet for School Districts and Schools includes a number of documents that may be provided to parents and guardians. These documents have been translated into Spanish and are currently available on the California Department of Education (CDE) CELDT Web page under Recursos en Español.
Post-Administration Workshops
As in previous years, CTB will be offering post-administration workshops in the fall. These workshops are designed to assist school district personnel who are responsible for working with test results. The Form F workshops will include a discussion of the new cut scores, the new proficiency level descriptions, and the conversion of Form E scores.
Upcoming North-South Meetings
The Standards and Assessment Division of the CDE will provide an update on each of its testing programs at its annual North-South Meetings. The meetings will be held in Sacramento on October 10 and in Burbank on October 17. Further information about the North-South meetings will be sent to school district test coordinators.
2006–07 Annual Assessment Window
The 2006–07 CELDT annual assessment window is from July 1 through October 31, 2006. Form F of the CELDT is to be used for the annual English-language proficiency assessment of all English learners in the 2006–07 school year. Due to state and federal accountability requirements, there are no parent waivers for the CELDT. All school districts should have received Form F testing materials from the testing contractor, CTB. Initial Identification Schedule
Initial identification assessment, using Form F, is ongoing throughout the 2006–2007 school year. The CELDT is to be administered for initial identification purposes within 30 calendar days of first enrollment to a pupil whose primary language is other than English, as determined by the Home Language Survey, and who has not previously been assessed for English-language proficiency in a California public school (in kindergarten through grade twelve).
Pre-Identification (Pre-ID)
The 2006–07 Form F Pre-ID File Layout is available on the Pre-ID Web page. CTB will accept Pre-ID files through September 18, 2006.
For those fields that have a Yes in the Option to Bubble at Time of Test Overrides Pre-ID column, filling in the bubble will change that field regardless of whether or not it was filled during Pre-ID. For additional information regarding Pre-ID, contact the CTB CELDT Help Desk as indicated above.
