Purpose of the Program
- Provide standardized testing and test reports for all students, schools, districts, and counties
- Provide schools and districts information that can be used with other achievement data to make decisions about improving instructional programs
- Provide information to community members and government officials about the effectiveness of California's education system

Students to be Tested
- All students in grades two through eleven, including English learners and students with disabilities, enrolled on the first day of STAR testing are required to take these tests
- Only students with written parent/guardian requests may be exempted from testing (Education Code Section 60615)

Program Components
- The STAR Program now has five components:
- California Standards Tests (CST)
- California Achievement Tests, Sixth Edition Survey (CAT/6 Survey)
- California Alternate Performance Assessment (CAPA)
- California Modified Assessment (CMA) [Grades 3-5 in 2008]
- Standards-based Tests in Spanish (STS) [Grades 2-7 in 2008] or Aprenda: La prueba de logros en espanol, Tercera edicion (Aprenda 3) [Grades 8-11]

- CAPA changes
- New regulations for STAR are being considered. Possible regulations may include:
- New definitions for test materials and test translator
- Use of translation glossaries/word lists in the English-language arts section of the test for English learners (ELs)

- Clarifying that any testing completed before a parent exemption request is received will be scored and the results reported
- CMA participation criteria
- Possible changes to the testing window which could include:
- Adding 4 days to the 21 day window
- Establishing two testing windows to accommodate all of the tests

Current Testing Windows
- CST, CAT/6, STS, CAPA, and CMA: 21-day window comprised of the ten days before and ten days after the day on which 85% of all instructional days for the year are completed
- Writing (grades 4 and 7): March 4 or April 29
- Aprenda 3: March 15-May 14 (grades 8-11 only)

Standards-based Tests in Spanish (STS)
- Will test students in grades 2-7
- Blueprints for grades 8-11 went to the State Board of Education (SBE) in September
- Required for Spanish-speaking English learners (ELs) who either:
- Receive instruction in their primary language; or
- Have been enrolled in a school in the U.S. less than 12 months

- Status of assessing English-only students in immersion classes
- STS questions are based on math and reading/language arts content standards for California

- Tests are being developed in Spanish rather than being translated or transadapted

Aprenda 3
- Administered in grades 8-11
- Designated primary language test in Spanish required for:
- English learners who either receive instruction in Spanish; or
- English learners who have been enrolled in a school in the U.S. less than 12 months

- At the option of the school district, the designated primary language test (DPLT) in Spanish may also be given to any English learner in grades 8-11.
- Districts may purchase additional tests directly from Harcourt for:
- English-only students in immersion programs
- I-FEP and R-FEP

California Alternate Performance Assessment (CAPA)
- No Child Left Behind (NCLB) Act requires alternate assessments, based on alternate achievement standards, be linked to grade-level content standards
- SBE approved new blueprints in March 2006

- CAPA blueprints make minor revisions to Level 1—all other levels are linked to grade-level content standards
- Test questions for CAPA may be reduced in complexity or modified to reflect prerequisite skills

- New test questions were field-tested in 2007 and will be operational in 2008
- CAPA Level I - students that are receiving CAPA level standards based instruction below second grade (no longer use the 24 month guideline)

- Students participating in CAPA who are enrolled in "ungraded programs" shall take the CAPA level commensurate to their age
- To determine the enrollment grades for students in ungraded programs, subtract 5 from the student's chronological age. For example, an 11 year old would be enrolled in grade six in a graded program (11-5=6)
- Reminder: No out-of level testing allowed

- The CAPA must be administered by certificated or licensed school staff members who have successfully completed CAPA training ANNUALLY.
- To be considered trained, examiners must do at least one of the following:
- Participate in face-to-face local CAPA training, and/or
- Watch the "CAPA Best Practices" DVD or video

California Modified Assessment (CMA)
- NCLB Act of 2001 allows states to develop a modified assessment
- CMA fits within the continuum between the CAPA and CSTs by providing an appropriate assessment for qualified students with an individualized education program (IEP)
- CMA participation includes an additional two percent flexibility, in addition to the one percent allowed for students with significant cognitive disabilities taking an alternate assessment, for adequate yearly progress (AYP) calculations

Apportionments
- Apportionment information will be sent to school districts in October
- Forms must be returned by December 31, 2007
- Late reports must be accompanied by SBE waiver request and are dependent on available funds
