Executive Summary
Governor Brown signed Assembly Bill 1808, Chapter 32, Statutes of 2018 into law in June 2018. Among other provisions, Section 31.5 of AB 1808 added EC Section 41570 to govern the allocation of a $300 million Low-Performing Students Block Grant (LPSBG) by the CDE. The grant was intended to provide local educational agencies (LEAs) with resources to address the persistent academic achievement gap in California’s public schools that has led to inequitable outcomes and opportunities for children, including those and other factors that are the residual effect of the historical oppression of disempowered communities.
Specifically, EC Section 41570 states that the CDE shall compile information reported by grant recipients regarding the adopted plan to use the grant funds to increase the academic performance of identified pupils pursuant to EC Section 41570(f)(2), and submit reports to the appropriate policy and fiscal committees of the Legislature on or before July 1, 2019, and February 1, 2022. This provision also requires the CDE to update the state board on the contents of these reports. The CDE updated the State Board of Education (SBE) on contents of the first report in a June 2019 SBE memorandum and intends to update the SBE on the contents of the second required report in a February 2022 memorandum.
In compliance with the legislative reporting requirement indicated above, these reports provide the compilation of information as required by EC Section 41570(f)(3).
