Dear County Superintendents of Schools and Chief Business Officials:

HOME-TO-SCHOOL AND SPECIAL EDUCATION TRANSPORTATION
KEY REPORTING FORMS AND DEADLINES
FISCAL YEAR 2011-12

This letter provides information on the key reporting forms and deadlines for local educational agencies (LEAs) to report pupil transportation data to the California Department of Education (CDE) in fiscal year 2011-12. The data will be used to determine each LEA’s fiscal year 2011-12 entitlements to home-to-school and special education transportation funding.

Data Collection Forms and Deadlines: All LEAs will report their 2010-11 home-to-school and/or special education unaudited actual transportation expenses via the Annual Report of Pupil Transportation (Form TRAN) in the standardized account code structure (SACS) software (SACS2010ALL) located on the CDE Web page at http://www.cde.ca.gov/fg/sf/fr/index.asp. School districts’ Form TRANs are due to their county offices on
September 15, 2011
, and to CDE on October 17, 2011. County offices’ Form TRANs are due to CDE on October 17, 2011.

The following transportation reporting forms and instructions which are not a part of the SACS software have been revised for fiscal year 2011-12 and are available on the CDE Web page at http://www.cde.ca.gov/fg/aa/ca/pupiltransport.asp.

  • J-141-ROCP, Report of Regional Occupational Center/Program Transportation Data
  • J-141-T HS, Report of Transfer of Home-to-School Transportation Services
  • J-141-T SDOI, Report of Transfer of Severely Disabled/Orthopedically Impaired Transportation Services

Signed and completed forms should be returned to CDE by the dates indicated below. All  J-141-ROCP and J-141-T forms which were received by July 15, 2011, will be reflected in the certification of estimated Pupil Transportation entitlements in August 2011. All J-141-ROCP and J-141-T forms received by February 17, 2012 will be reflected in the April 2012 final certification.

Data Collection Suspensions:  CDE has suspended indefinitely the collection of the J-141-JPA, Joint Powers Agency Data Report because there is no immediate CDE need for excess cost data from Joint Powers Agencies. 

J-143, Report of School Buses:  CDE has suspended indefinitely the statewide collection of the J-143, Report of School Buses.

Prior-Year Corrections and Auditor's Statement: Corrections to fiscal year 2010-11 data will be accepted through June 30, 2012, without auditor's verification. Beginning July 1, 2012, corrections to fiscal year 2010-11 data must be accompanied by an auditor's statement certifying the accuracy of the revised report. Corrections to fiscal year 2009-10 data and all preceding fiscal years also require an auditor's statement.
