Dear County Superintendents of Schools:

Seventh Apportionment for Title I, Part A, Improving
Basic Programs Operated by Local Educational Agencies
Every Student Succeeds Act
Fiscal Year 2019–20

This apportionment, in the amount of $21,072,458, is made from federal funds provided to the state under Title I, Part A, Improving Basic Programs Operated by Local Educational Agencies, of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the Every Student Succeeds Act (ESSA) (Public Law 114–95). Title I, Part A funds are apportioned to local educational agencies (LEAs) to provide supplementary academic support and educational services to students who are failing or most at-risk of failing to meet the state standards in core academic subjects. Information about the program, allocation and apportionments, grant award identification, applicable federal rules and regulations, and the grant award period are posted on the California Department of Education (CDE) Funding Results page at https://www.cde.ca.gov/fg/fo/r14/title1pa19result.asp .

This apportionment provides payments to local educational agencies that reported their cash balance for the program in January 2021 via the Cash Management Data Collection system (CMDC), and met other program requirements.

Pursuant to authority under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, CDE was granted a federal funding flexibility waiver of the limitation to retain excess carryover under Section 1127 of Title I, Part A to only once every three years. This waiver permits LEAs that received an excess carryover waiver in FY 2017-18 or FY 2018-19 to receive a waiver of excess carryover in FY 2019-20. County superintendents were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to all school districts and charter schools in the county, and included the links to this letter and the accompanying apportionment schedule posted on the CDE web page at https://www.cde.ca.gov/fg/aa/ca/.
