Save the Date: 2018 North-South Meeting in September
Registration is now open for the 2018 North-South Assessment and Accountability Information Meeting, hosted by the California Department of Education (CDE). These meeting sessions will provide CAASPP, ELPAC, and accountability coordinators and other local educational agency (LEA) staff with the latest information and updates on California's assessment and accountability systems.
Registration is now open for all LEA staff. We ask that only three attendees per LEA register in order to ensure that all LEAs have the opportunity to send a representative.

Smarter Balanced Sample Items Website
The updated Smarter Balanced Sample Items website is now available, making this tool even easier to navigate and more useful, both for educators and families. In addition, Smarter Balanced has developed a promotional flier and the helpful post "8 Reasons to Check Out the Updated Sample Items website" , which explain the latest changes.
The updated website includes the following features:
- New filters, including filter by target and filter by calculator allowed/not allowed
- New table view for search results
- Target definitions in search results
- Additional information about Desmos calculators
- Text-to-speech support
- Overall design improvements
A new training module provides an overview of the accessibility resources available for the assessments of the CAASPP System. In addition to introducing accessibility resources, “Accessibility Resources, Module One" defines common terms, explains the categories of accessibility resources, introduces unlisted resources, and provides guidelines for the use of these resources.
California Spanish Assessment—Field Test Nearing
This is the last call for LEAs to confirm their participation in the California Spanish Assessment (CSA) field test, which is scheduled for administration September 17 through October 12, 2018. If your LEA is interested in participating, please confirm by completing the CSA Field Test Participation Survey by Friday, August 24. Amended Emergency ELPAC Regulations
As noted in issue 3 of the Assessment Spotlight, the State Board of Education adopted amended emergency ELPAC regulations at the July 2018 SBE meeting. Included was language allowing a disability exemption in subsection 111518.25(c) and (c)(1). The following is the specific language included in the amended emergency regulations:
(c) When a pupil’s IEP or Section 504 plan specifies that the pupil has a disability that precludes assessment such that there are no appropriate accommodations for assessment in one or more of the listening, speaking, reading, and writing domains, the pupil shall be assessed in the remaining domains in which it is possible to assess the pupil.
(1) A pupil may be assigned an overall score only if assessed in both oral and written language. To be considered assessed in oral language, the student must have been assessed in either listening or speaking. To be considered assessed in written language, the student must have been assessed in either reading or writing.

ELPAC Question Corner
This week, we answer the following questions received from the field:
- If an LEA receives test results over the summer when school is not in session, how soon must each student’s parent or guardian be notified of the results?
Per the amended emergency regulations, when test results are received from the testing contractor after the last day of instruction for the school year, the LEA shall notify each student’s parent or guardian of the student’s results within 15 working days of the of the start of the next school year.
- How can an LEA determine whether a newly enrolled student has been administered the Initial ELPAC?
The LEA can locate the student’s score report in the Local Scoring Tool (LST).
To access a newly enrolled student’s score report in the LST, search for the student’s record by entering the SSID and select your organization. Next, under “Actions,” you will see a button that says either “Print Scores” or “Enter Scores.” If the button says “Enter Scores,” the student has not been administered the Initial ELPAC. If the button says “Print Scores,” the student has been administered the Initial ELPAC, and you can select it to view the student’s Initial Student Score Report.
- Do foreign exchange students have to take the ELPAC?
Yes. The law does not specify the exemption of any students.
