North–South Assessment and Accountability Information Meetings, 2020

The California Department of Education (CDE) is in the process of determining the best ways for moving ahead with this year’s North–South Assessment and Accountability Information Meetings in light of the novel corona virus 2019 (COVID-19) crisis.

In issue 81 of the Assessment Spotlight, we announced that the opening of registration for local educational agency (LEA) coordinators would occur this month. However, changes brought about by COVID-19 necessitated that we revisit that detail and other aspects of the North–South Meetings in order to respond effectively to new circumstances. What we do know at this point is that a link to registration will be sent directly to LEA coordinators on June 1, and registration will open to the public in early July.

We will notify LEA coordinators as new details are worked out for this opportunity to learn about the latest information and updates on California’s assessment and accountability systems.

2020–2021 Initial ELPAC

When the 2020–2021 Initial ELPAC administration window opens on July 1, 2020, LEAs may continue to administer the paper–pencil version of the test until August 20, 2020, when the computer-based version will be available. LEAs should plan to use any unused materials from the 2019–2020 administration to meet the needs of the students whom the LEAs plan to test during the first six weeks. LEAs requiring more materials can order them during the 2019–2020 supplemental materials ordering window, which will be extended through the first week of August. LEAs should not order large numbers until they know when their schools will reopen in the fall. 

Although the CDE is allowing paper–pencil testing, it is important to note that the Local Scoring Tool will not be available for use by LEAs. While LEAs may preliminarily score student answer books with the Initial ELPAC Scoring Guides in the Test Operations Management System, all responses/scores will need to be entered into the test delivery system, specifically the Data Entry Interface, to produce the official score. This is because the testing contractor needs a single source for the collection of student responses.

For LEAs that have already ordered computer-based Initial ELPAC Writing materials for kindergarten through grade two, those materials can be used for 2021–2022. The primary order window will remain open until the end of May.
