Checklist: June 2020 ELPAC Reminders

We have a handy checklist of June 2020 ELPAC reminders for you to keep in mind:

  • Local educational agencies (LEAs) should ship any completed K–2 Answer Books back to Educational Testing Service by the June 12 deadline. LEAs that do so will receive Student Score Reports (SSRs) in late July/early August. (LEAs should receive SSRs for students in grades three through twelve who completed all four domains during the spring 2019–2020 Summative administration in early July.)

    LEAs returning Answer Books after June 12 will receive SSRs at a later date.

  • The 2019–2020 paper-based Initial ELPAC administration concludes on June 26 to allow for system rollover into the new administration year.

  • As the administration of the 2019–2020 paper-based Initial ELPAC draws to an end, make sure to locally score completed Answer Books, enter raw scores into the Local Scoring Tool (LST), and generate official SSRs and parent/guardian letters no later than June 26 at 5 p.m. The LST will be retired on June 27.

New ELPAC Test Security Affidavit

The 2020–2021 Test Security Affidavit for Non-TOMS Users External link opens in new window or tab. is now available. This affidavit is for users who do not have a role in the Test Operations Management System, but come in contact with secure test materials.


The COVID-19 pandemic made the postponement of the March 2020 California High School Proficiency Examination (CHSPE) necessary and has required us to make changes to and take extra precautions for a June 2020 administration. To accommodate the number of test takers who registered for March and for June, the CHSPE will be offered seven days per week, twice per day, between June 18 and July 15, 2020. Additional safety protocols have been put in place that adhere to Sacramento County’s requirements to promote health and safety during testing. Sacramento County is currently the only county administering the CHSPE. The test is administered at the Sacramento County Office of Education, which can accommodate up to 3,700 test takers. Current registered test takers receive first priority. Those interested in registering can be directed to the online registration form External link opens in new window or tab., which is the starting point for both electronic-only registration and mail-in registration.

High School Equivalency Tests—At Home

The COVID-19 pandemic also has brought about changes in high school equivalency (HSE) testing in California. Testing centers were closed by local health departments earlier this year and only now are starting to reopen. In the meantime, both GED® and HiSET® have been developing at-home testing solutions for test takers to begin or complete their HSE testing.

For the GED® test:

The Online Proctored GED® test pilot is an option for students who are ready or close to being ready to test while local test centers remain closed, or have fewer appointment times available, due to COVID-19. Through this option, test takers who meet student eligibility requirements can take the GED® test subjects from home while being securely monitored by an online proctor. The content and scoring criteria for the Online Proctored GED® test are the same as those for the in-person test.

The Online Proctored GED® test pilot is being rolled out in phases, and students must meet eligibility requirements to participate. These requirements include, but are not limited to, the following:

  • Student has an in-person test appointment cancellation.
  • Student has passed three of four test subjects.
  • Student has scored “Green” on the GED® Ready practice test within the past 60 days.

The Online Proctored GED® test option also requires that students have access to a closed, private room, a laptop or computer with a camera/microphone, and a stable internet connection for the testing session.

For the HiSET® exam:

Starting the week of June 14, test takers can register for the HiSET® Exam at Home, a flexible testing option available while many test centers remain closed, or have fewer appointment times available, due to COVID-19. This option allows adult test takers to take any of the five subtests that make up the HiSET®exam on a computer at home or at another secure location.

The HiSET® exam and the HiSET® Exam at Home provide the same:

  • Test content, format, and on-screen experience
  • Score delivery time
  • Valid, secure, and reliable test
  • Retest policy
  • Official credentials provided after successfully passing the HiSET®

HiSET® test takers can use the no-cost and low-cost test preparation resources External link opens in new window or tab., which include practice tests and study guides to help them prepare for their test day.

Administration of the PFT to Continue

In the May Revision to the Education Omnibus Trailer Bill, the Governor withdrew the proposed legislative changes to the Physical Fitness Test (PFT), which called for a suspension and study of the test. Therefore, the PFT will continue as a requirement for students enrolled in grades five, seven, and nine for the 2020–2021 school year. The PFT data for all LEAs will be collected by the California Department of Education (CDE) during the data submission window, which will be February 1 through June 30, 2021.

Just Posted—CAST Alignment Study Report!

The Human Resources Research Organization (HumRRO) serves as the independent evaluator of the CAASPP System. In 2019, HumRRO conducted an evaluation of the California Science Test (CAST), consisting of two components. The first component was the review of the documentation produced by the test developers for the first operational administration of the CAST. The second entailed the results of a workshop conducted with California science educators to evaluate the alignment between the test items and the California Next Generation Science Standards. The completed CAST Alignment Study Report (PDF) is now posted on the CDE CAASPP Technical Reports and Studies web page.
