Calling New CAASPP Coordinators: “Welcome WebEx” on July 16

Calling all local educational agency (LEA) CAASPP coordinators who are new to their role or want a refresher! We are pleased to announce a webinar welcoming any new CAASPP coordinators to their role. This webinar will offer coordinators an overview of the CAASPP System and the resources available to support them. The webinar will take place on July 16 at 3 p.m.

Summative ELPAC Fall Administration Coming Soon!

Resulting from the suspension of summative testing as directed by the governor on March 18, 2020, a Legislative Deal Omnibus Trailer Bill was submitted to request an extension of the Summative ELPAC administration window, ending no later than October 30, 2020. This trailer bill was approved by the governor on June 29, 2020. As a result, the California Department of Education (CDE) and testing contractor Educational Testing Service have been preparing for an optional Summative ELPAC during the approved extended fall administration window, beginning on August 20, 2020. 

The primary purpose of the optional extended administration window is to support the reclassification of students who already met criteria two, three, and four (teacher evaluation, parent opinion and consultation, and student performance in basic skills) and have not met criterion one (the assessment of English language proficiency). English learner students who partially completed the Summative ELPAC and students who did not begin testing but were eligible to test in spring 2019–2020 will be able to test during the extended administration window. LEAs will determine which English learner students would most benefit from this administration. Students who complete all four domains during the extended administration window will receive a Summative ELPAC Student Score Report (SSR). LEAs will be provided with a cumulative data file that includes results from the spring 2019–2020 administration and the fall 2019–2020 administration. Details about procedures for the optional fall administration of the Summative ELPAC are being provided through regular communications to LEA ELPAC coordinators as quickly as information becomes available. The Assessment Development and Administration Division also is collaborating with the English Learner Support Division to ensure support for English learner students throughout California.

ELPAC Question of the Week

This week, to assist LEA staff with their questions about the ELPAC, we are providing a section for questions and answers:

Q: Are we still permitted to use a local alternate assessment for the fall optional Summative ELPAC if we were planning to do so in spring 2020, or has that window of opportunity closed now that we are administering the census Alternate ELPAC field test in January and February 2021?

A: Yes. An LEA may administer a locally determined alternate assessment for the optional fall administration of the Summative ELPAC for reclassification purposes if the LEA determines that a student has met all other reclassification criteria.

ELPAC Webcast Posted

The webcast “Then, Now, and Beyond” is now available on the 2019–2020 ELPAC Archived Webcasts web page External link opens in new window or tab.! This webcast includes information about current and upcoming events, as well as information about using ELPAC score information, resources, and tools.

New ELPAC Resource Available

The new resource “Talking to Parents About the ELPAC” is a PowerPoint deck that provides ELPAC site administrators with information they need for communicating with parents and guardians about the Initial and Summative ELPAC, including recommended resources to learn more. Find it on the CDE ELPAC web page, under “Resources and Communication Materials.”

Tools for Teachers: Two New Demonstration Videos!

The CDE has made available for California LEA staff the following two new demonstration videos for the Tools for Teachers External link opens in new window or tab. preview website!

  • “Tools for Teachers: Website Demonstration for California Educators,” an 8-minute video, demonstrates the key features of the website.

  • “CDE Tools for Teachers Introduction Webinar for California Educators,” a 52-minute video, is a recording of the June 22 webinar that CDE offered to all LEAs. It consists of a more detailed 24-minute website demonstration and a 27-minute Q & A period.

Both videos present the key features and functions of Tools for Teachers, embedded formative assessment and accessibility strategies, and Connections Playlists of instructional resources that correspond with Interim Assessment Blocks. As the new formative assessment component of the Smarter Balanced assessment system, Tools for Teachers features instructional and professional learning resources that support K–12 teachers in their use of the formative assessment process during daily instruction to adjust their teaching to improve their students’ learning. Heads Up: Deadline for 2019–2020 Interim Assessment Hand Scoring

Heads up on an August deadline: To ensure that student results from all completed 2019–2020 Smarter Balanced Interim Assessments will appear in the California Educator Reporting System (CERS), all outstanding hand scoring must be completed in the Interim Assessment Hand Scoring System (IAHSS) by 5 p.m. on Friday, August 14.

This deadline is in place because the interim assessments and related systems will experience downtime from August 14 (5 p.m.) through August 20 (8 a.m.) to prepare for the 2020–2021 school year. During that downtime, student responses will be cleared from the IAHSS and will no longer be available for hand scoring.

Please note that, for Interim Comprehensive Assessments, hand scoring for both parts of the test—the computer-based test and the performance task—must be completed and submitted to generate results in CERS.
