Keynotes by John Hattie and Keisa Brown at the 2021 California Assessment Conference

John Hattie and Keisa Brown will deliver keynotes at the virtual 2021 California Assessment Conference! Register now to hear the messages these outstanding educators have for our professional community.

Ms. Brown will open the conference with a lunchtime keynote on October 12. Ms. Brown is the 2021 California Teacher of the Year and a 20-year veteran with the Riverside Unified School District.

Professor Hattie will close the conference with a lunchtime keynote on October 14. Professor Hattie is an award-winning education researcher and best-selling author with nearly 30 years of experience examining what works best in student learning and achievement.

System Downtime for CAASPP and ELPAC

To prepare for the transition of the CAASPP to the 2021–22 school year, various CAASPP and ELPAC systems will be unavailable from Friday, August 13, at 5 p.m. through Tuesday, August 17, at 8 a.m. During the downtime, these CAASPP and ELPAC systems will not be available:

  • Test Operations Management System
  • Test Administrator Interface
  • Completion Status and Roster Management
  • Interim Assessment Viewing System
  • Interim Assessment Hand Scoring System

The 2021–22 Smarter Balanced Interim Assessments will become available when the systems resume operations on August 17.

Please be aware that, once the downtime begins, all previous student responses and associated hand scoring materials will be cleared from the Interim Assessment Hand Scoring System and will no longer be available for hand scoring.

HSE Summer Convenings Continue

The 2021 High School Equivalency (HSE) Summer Convenings for HSE chief examiners and test site administrators continue! Submit your registration form External link opens in new window or tab. for these free training updates on HSE for 2021. The remaining one-hour webinars, which begin at 10 a.m., are scheduled as follows:

  • August 12—ETS presentation (HiSET)
  • August 19—GED Testing Service presentation

If you are unable to attend the live webinars, you will still have the opportunity to access them after the series concludes. The August 5 presentation, by the CDE, has been recorded and will be posted at the end of the series on the CDE HSE Administrative Documents web page along with recordings of the final two webinars.

PFT Resumes in 2021–22

The 2021–22 Physical Fitness Test (PFT) has not been suspended. Local educational agencies (LEAs) will be required to administer the PFT during one of these months in 2022: February, March, April, or May. The CDE, along with external partners, is working to prepare additional instructions on the PFT. More information and instructions will be provided as they become available.

The 2019–20 and 2020–21 PFTs were suspended; makeup testing is not required. The PFT exemptions for students who did not take the test in grade nine (those current tenth and eleventh grade students) are limited to those exemptions identified in Education Code sections 51241 and 51242. An exemption based on the pupil satisfactorily meeting five of the six standards of PFT is not available for these particular students.

Registration for Fall CHSPE Opens This Month

Registration for the fall 2021 California High School Proficiency Examination (CHSPE) test administration will open mid-August. At that time, the locations and times will be provided on the CHSPE website External link opens in new window or tab.. CHSPE registration is on a first come, first served basis, and a waiting list will be established for those who are interested.

For the 2021–22 administration year, the CHSPE will be offered at statewide locations, but the offerings may be limited because of local and state COVID-19 restrictions. Local testing dates will be within the proposed testing windows but will be dependent on each site’s local requirements.
