New CAASPP and ELPAC Checklists for 2021–22

New CAASPP and ELPAC checklists are available for many of the roles in the assessment process, including local educational agency (LEA) coordinator, site coordinator, test examiner, test administrator, and technology coordinator:

Alternate ELPAC Administration Window Opened November 1!

Testing Notification Letter Templates for Alternate ELPAC Field Test Now Available

Many LEAs find the parent and guardian notification letter templates useful for notifying parents and guardians of the year’s statewide assessments. In addition to English, this letter template is available in Arabic, Chinese (simplified and traditional), Filipino (Tagalog), Russian, Spanish, and Vietnamese.

2021–22 Technical Specifications and Configuration Guide for Online Testing

The CAASPP and ELPAC Technical Specifications and Configuration Guide for Online Testing External link opens in new window or tab. for 2021–22 is now available on the CAASPP and ELPAC websites. LEA technology coordinators and test administrators can use this guide to make sure their devices and systems meet minimum technology requirements for test administration.

The guide provides information about system requirements and network, hardware, and secure browser configurations needed to run various testing applications for in-person and remote CAASPP and ELPAC testing. The requirements for supported operating systems, including Apple, Chrome, Linux, macOS, and Windows, are included. New support for the 2021–22 administration year is highlighted, including an updated network diagnostic tool for use in remote testing.

“Alt for All” Reflected in Updated Decision Worksheet

The Alternate Assessment Decision Confirmation Worksheet External link opens in new window or tab. (PDF) has been updated to include guidance related to Alt for All decisions. Using this worksheet, individualized education program (IEP) teams document the three main criteria for alternate assessments:

  • The student has a significant cognitive disability and an IEP.
  • This student is or will be learning content aligned with the California Common Core State Standards, the California Next Generation Science Standards, or, as applicable, the 2012 California English Language Development Standards.
  • The student is or will be receiving extensive direct individualized instruction and substantial supports to achieve measurable gain.

LEAs: Complete Your 1 Percent Survey Soon

LEAs are reminded that the annual survey for the one percent threshold on CAASPP alternate assessments will be open until the close of business on November 15. The California Department of Education (CDE) One Percent Threshold on Alternate Assessments web page contains the link to the 2021–22 survey.

All LEAs are required to report, whether or not they expect to exceed the one percent threshold. The 1 percent survey is conducted in response to the Every Student Succeeds Act (ESSA). While the CDE is required to both notify the U.S. Secretary of Education and post this information publicly, there are no formal repercussions to the LEAs or to the state. The overall intent of the ESSA regulations is to help address concerns about disproportionality related to potentially overidentifying students for alternate assessments.

Students who are eligible to take the ELPAC are not part of the 1 percent calculation, only students eligible to take the CAASPP in ELA, mathematics, and Science should be included.
