Returning K–2 ELPAC Writing Answer Books
Local educational agencies (LEAs) must follow the Summative ELPAC Packing and Return Instructions (PDF) for returning K–2 Writing Answer Books. The California Department of Education (CDE) and testing contractor ETS must conduct both the post-equating analyses and the Student Score Report (SSR) quality control process in order to release the SSRs. Not receiving a sufficient number of K–2 Writing Answer Books for the analyses and quality control could lead to a delay in releasing the Summative ELPAC K–2 SSRs to LEAs.

Q: Can the Home Language Survey (HLS) be administered remotely?
A: Yes, the HLS can be administered remotely. This is a process in which parents are assisted by phone or by another means to complete the HLS during the time when students are distance learning due to health and safety concerns related to COVID-19. However, the LEA should obtain a hard copy of the HLS from the parent or guardian to verify the responses provided remotely.
In addition, if the HLS is part of the registration packet, the LEA should ensure that parents and guardians continue to have a means by which they can ask questions, are able to gain an understanding of the purpose of the HLS, and are provided with accurate information to identify students to be assessed and provided with services and support if they are classified as English learner students.

CERS—A Free and Powerful Tool for LEAs
The California Educator Reporting System (CERS) offers LEA staff the earliest access to the latest state assessment data as well as historical assessment data. It is a “one-stop shop,” where administrators and educators can see results for all statewide summative and interim assessments.
CERS includes student test results from the following assessments:
- Smarter Balanced Summative Assessments for ELA and mathematics
- California Alternate Assessments for ELA and mathematics
- California Science Test
- California Spanish Assessment
- Summative ELPAC
- Smarter Balanced Interim Assessments for ELA and mathematics
Educators can go to the CERS Sandbox training tool to check out the features and functions of CERS. The Sandbox training tool is a publicly available website, with no logon required and no need to worry about the security of student names or test items.
The CDE will offer CERS training throughout the 2022–23 school year. Stay tuned for more information this spring!
