2022 CAC: Call for Shared Practice Proposals

At last year’s California Assessment Conference (CAC), sessions featuring school and district practices were among the best-received and highest-rated. The 2022 CAC will again offer Shared Practice sessions, and we are looking for teams of talented educators to lead them. The CAC will take place October 18–20 in Riverside and will feature knowledgeable professionals who have developed and implemented best practices for assessment resources in support of teaching and learning.

Educators Still Needed for the Alternate ELPAC Alignment Workshop

Educators are still needed for the virtual Alternate ELPAC Alignment Workshop. In light of the importance of this workshop, we are asking again that you consider applying. If your answer to these questions is yes, we need you:

  • Are you interested in a professional learning opportunity related to the Alternate ELPAC?
  • Do you currently teach English learner students with the most significant cognitive disabilities or work with these students in a classroom content support role?
  • Are you employed by a California public school?
  • Do you have familiarity with the English Language Development (ELD) Connectors?

We are in need of teachers from all grade levels to serve as panelists. They will receive training, and then evaluate the degree of alignment between Alternate ELPAC items and the ELD Connectors for the Alternate ELPAC. The workshop will be held either in August or September 2022 and will be scheduled either as two 8-hour sessions or four 4-hour sessions within a single week. Panelists must be able to commit to participating in the entirety of every session. Reimbursement for local educational agency (LEA) substitute teacher expenses or an honorarium to the panelist will be provided.

Focus on Test Security—Invalidation Appeal FAQs

This week, our focus on test security takes the form of frequently asked questions about invalidation appeals:

Do invalidation appeals apply to both the CAASPP and ELPAC in the same way?

No. Invalidation appeals are applicable only to the CAASPP. If there is an incident that compromises the validity of a student’s ELPAC, it is identified by an irregularity flag in the LEA Student Score Data File. ELPAC results, including those with irregularity flags, are reported on the Test Results for California’s Assessments website External link opens in new window or tab. and included in accountability calculations. Irregularities undermine an LEA’s ability to draw meaningful conclusions from student results. As such, ELPAC irregularities must be accompanied by an LEA plan-of-action statement that explains how they will minimize irregularities in future administrations.

Do all CAASPP tests that are invalidated still result in scores being reported for the student?

Invalidated tests for the CAASPP will be scored, and the scores will be provided on the CAASPP Student Score Report with caution language that an irregularity occurred. The CAASPP results that have been invalidated are not included in the aggregation of “Students with Valid Scores” on the Test Results for California’s Assessments website External link opens in new window or tab..

What does the caution language on a CAASPP Student Score Report say when a test has been invalidated?

“[First name]’s scores should be used with caution as the test was administered under conditions that may not represent [first name]’s achievement.”

How will an invalidation appeal impact the LEA’s “distance from met” for accountability purposes?

For accountability purposes, a student whose English language arts/literacy or mathematics test is invalidated will be assigned the lowest obtainable scale score for that grade level and subject for the purpose of calculating the accountability concept of “distance from met.” Students with invalidated results still are counted as having participated, provided that they met the participation requirements of signing on to all parts of the test.

How can I avoid unintended invalidations?

Site coordinators who are unsure whether an issue requires an invalidation should confirm with their LEA coordinator before reporting the incident in the Security and Test Administration Incident Reporting System (STAIRS). Any LEA coordinator needing assistance can contact their LEA Success Agent.

In incidents of students cheating without the use of unauthorized electronic devices (i.e., cell phones, smart watches, internet access, etc.), the LEA can allow the student to complete the test before the invalidate appeal is processed. In these situations, enter the incident in STAIRS, save it as a draft, and wait for the student to complete the test before submitting the STAIRS case. All incidents involving unauthorized electronic devices require immediate invalidation due to the risks to test security and potential breach of test content.

Registration Open for Introduction to CERS Training!

Registration is open for online 2022–23 Introduction to the California Educator Reporting System (CERS) training! CERS is a free tool available to all California LEAs for accessing student assessment results for both interim and summative assessments, using secure logon information. The training sessions, which will be offered this summer and fall, will be offered for  two distinct audiences:

  • Introduction to CERS for Test Coordinators and Administrators, or staff who are responsible for managing the LEA’s use of the CERS system—that is, users who have an LEA or site coordinator role in the Test Operations Management System. This 3-hour online training will include opportunities to practice using various features of CERS and will cover such topics as:
    • Overview of CERS features for viewing assessment results
    • Options for viewing Smarter Balanced Interim Assessment results
    • Resources available to support staff
    • Assigning teachers access to their students’ results

  • Introduction to CERS for Teachers, for CERS users who have access to CERS data—that is, teachers who have students rostered in the system and other LEA staff who are interested in using CERS. This 2-hour online training will engage attendees in the CERS system and will include such topics as:
    • Overview of CERS and available assessment results
    • Customization of student groups and search filter options
    • System features specific to Smarter Balanced Interim Assessment results, including key/distractor analysis, item level analysis, and links to lesson plans in Tools for Teachers

Summer is near, and the time for planning is now!
