SBE MEETING LOGISTICS
Members of the public may view the meeting by live webcast [https://www.cde.ca.gov/be/pn/lv/index.asp] which will subsequently be archived on the SBE webcast web page.
The July 2026 SBE meeting will be held at the CDE building at the address noted above. The CDE building will be open to the public; however, capacity may be limited due to public health considerations, and masks will be made available to those members of the public attending the meeting.

Public comment may be made online, by phone, or in person.

The public is highly encouraged to submit written comment to the SBE in advance for prior consideration. In order to help ensure that board members have sufficient time to review all comments, please submit comments by noon on Friday, July 3, 2026 online to SBE’s Public Comments Form website.

Public comment may also be provided by dialing the phone number below and participant access code and then following the operator’s prompts. Upon dialing in, callers will be added to a caller queue. The operator will notify callers when it is their turn to provide public comment. Public comment will be limited to one minute. Members of the public wishing to dial in for public comment should view the livestream of the meeting. The number and access code will be provided at the start of public comment for each item.
- Prior to making public comment, speakers who are watching the meeting via live webcast [https://www.cde.ca.gov/be/pn/lv/index.asp] should make sure the volume on their computer is muted to avoid any background sounds so that their input is clearly heard.

Item 02 Revision Notes
- Revision Notes for Item 02 Addendum (July 2, 2026) – The Item 2 Addendum includes a high-level summary of the 2026 Budget Act and accompanying trailer bill legislation and its impacts on differentiated assistance (DA), direct technical assistance (DTA), and universal assistance. Additionally, the Item 2 Addendum includes updated recommendations related to DTA to align with statutory provisions in trailer bill, as well as an additional recommendation regarding annual prioritization of local educational agencies for universal assistance.

SPECIAL EDUCATION PROGRAM (Educational Interpreter for Deaf and Hard of Hearing)
Subject: Request by Shasta County Office of Education to waive California Code of Regulations, Title 5, Section 3051.16(c), the requirement that educational interpreters for Deaf and Hard of Hearing pupils meet minimum qualifications to allow Jessica Walker to continue to provide services to students until June 30, 2026, under a remediation plan to complete those minimum requirements.

SPECIAL EDUCATION PROGRAM (Resource Teacher Caseload)
Subject: Request by the Pleasant Ridge Union Elementary School District to waive Education Code Section 56362(c), allowing the caseload of one resource specialists to exceed the maximum caseload of 28 students by no more than four students (32 maximum).

Subject: Request by Scotts Valley Unified School District to waive California Education Code Section 56366(d), the requirement for state certification, to allow the use of federal and state special education funds for the placement of one high school student with disabilities at the Melmark School Residential Treatment Center, an uncertified nonpublic school for students with disabilities with a residential treatment center in Berwyn, Pennsylvania.
