On September 22, 2023, Governor Gavin Newsom signed SB 544 (Chapter 196, Statutes of 2023) which provides continued flexibility for certain state bodies covered by the Bagley-Keene Open Meeting Act (Act) to hold public meetings covered by the Act via web and/or audio teleconferencing. As such, the State Board of Education (SBE) Screening Committee meeting will be held via the format of video conferencing.

The purpose of this meeting is to (1) conduct a paper screen of candidate applications and select candidates to interview for possible appointment to the Instructional Quality Commission (IQC); and (2) conduct a paper screen of candidate applications and select candidates to interview for possible appointment to the IQC 2026-27 Student Member position. The Screening Committee will decide which candidates it will recommend to the full SBE for action at its November 5-6, 2025, meeting.

• Applicant review and selection of candidates to interview for the IQC.
4. Consideration of candidates for appointment to the IQC 2026-27 Student Member position, as follows:
• Applicant review and selection of candidates to interview for the 2026-27 IQC Student Member.
