On October 1, 2025, Governor Gavin Newsom signed SB 470 (Chapter 222, Statutes of 2025) which provides continued flexibility for certain state bodies covered by the Bagley-Keene Open Meeting Act (Act) to hold public meetings covered by the Act via web and/or audio teleconferencing. As such, the State Board of Education (SBE) Screening Committee meeting will be held via the format of video conferencing.

The purpose of this meeting is to (1) conduct a paper screen of candidate applications and select candidates to interview for possible appointment to the Instructional Quality Commission (IQC); and (2) conduct a paper screen of candidate applications and select candidates to interview for possible appointment to the IQC 2027-28 Student Member position. The Screening Committee will decide which candidates it will recommend to the full SBE for action at the November 12-13, 2026, SBE meeting.

3. Consideration of candidates for appointment to the IQC, as follows:
   • Applicant review and selection of candidates to interview for the IQC.
4. Consideration of candidates for appointment to the IQC 2027-28 Student Member position, as follows:
   • Applicant review and selection of candidates to interview for the 2027-28 IQC Student Member.
