CDE Posts Information on Summer P-EBT

The CDE’s Nutrition Services Division (NSD) has posted information about Summer Pandemic Electronic Benefit Transfer (P-EBT) benefits. [NOTE: The preceding link is no longer valid.] LEAs should carefully review the posted information in its entirety; however, the key pieces of information most relevant for CALPADS staff are summarized below.

Students Eligible for Summer P-EBT

Students who were eligible for P-EBT 2.0 benefits in the 2020‒21 school year, and who were still enrolled in a school participating in the School Breakfast Program (SBP) or National School Lunch Program (NSLP) in May 2021, will automatically be issued Summer P-EBT benefits. Any students who, prior to May 2021, exited school or graduated, transferred to a school not participating in the SBP or NSLP, or transferred out of state, will not be issued Summer P-EBT benefits. Therefore, students that were determined eligible for P-EBT 2.0 benefits and who were enrolled in an SBP/NSLP participating school site as of May 2021, will automatically receive Summer P-EBT benefits, and no further action by LEAs or families is required.

2020−21 Students Who Become Eligible Over the Summer

Summer P-EBT benefits are also available for students enrolled as of May 2021 in a SPB/NSLP participating school, and who become Free or Reduced-Priced meal (FRPM) eligible for the first time between June 1, 2021, through August 15, 2021.

To ensure access to Summer P-EBT benefits to newly eligible students, local educational agencies (LEA) need to provide an opportunity for students to apply for FRPM throughout the covered summer period (June 1, 2021, to August 15, 2021). School age students that may be newly FRPM eligible may submit an NSLP meal application or alternative income information form to their school.

The CALPADS Data Used to Identify Students Who Become Eligible Over the Summer

To identify students who become newly eligible during the summer (June 1 through August 15), on October 1, 2021, the CDE will extract, from the CALPADS Operational Data Store (ODS), students who were enrolled in a SPB/NSLP participating school in May 2021 and who are now FRPM eligible based on:

  • An FRPM program record (181/182) in CALPADS with a start date between June 1 and August 15, 2021. These program records should be based on a NSLP application or alternative income information form, received by the school between June 1 and August 15, 2021, and subsequently approved, or
  • A homeless or migrant program record in CALPADS with a start date between June 1, 2021, and August 15, 2021.

The CDE will also pull students who were directly certified for the first time in the June, July or August Direct Certification match, or who were identified for the time as a foster youth in a weekly statewide match conducted between June 1 through the second week in August.
