Dear Dashboard, Accountability, and Dashboard Alternative School Status Coordinators:

California School Dashboard: New Career Measures Collected for the College/Career Indicator

Beginning this academic year, the California Department of Education (CDE) will collect new career measures for potential use in the College/Career Indicator (CCI) on the California School Dashboard. The CCI is based on students in the four-year graduation cohort or the Dashboard Alternative School Status (DASS) graduation rate. (Please disregard this notification if your local educational agency [LEA] or school does not serve high school students.)

The CDE is committed to building out the CCI over the next several years and, specifically, to develop additional career measures. In order to ensure that these new measures reflect the needs of all school types and student populations, the CDE is working closely with several stakeholder groups, including the CCI Work Group, the California Alternative Schools Task Force, the Technical Design Group, and the Advisory Commission on Special Education.

The seven work-based learning and certificate completion career measures being collected are identified below and detailed in the attachments to this letter. The measures will be collected through one of two data systems:

  • California Longitudinal Pupil Achievement Data System (CALAPDS), or
  • California Special Education Management Information System (CASEMIS).

New Career Measures Collected in CALPADS

The following career measures will be collected in CALPADS during the End-of-Year 3 submission which opens in May and closes on August 30, 2019:

  • Workforce Readiness (Strategic Skills) Certificate Program Completion
  • Food Handler Certification Program Completion
  • Pre-Apprenticeship Certification Program Completion
  • Pre-Apprenticeship Program (non-certified) Completion
  • State or Federal Job Program Completion

New Career Measures Collected in CASEMIS

The following career measures are due in CASEMIS by August 9, 2019:

  • WorkAbility I Work-Based Learning Program Completion
  • Transition Partnership Program and Work-based Learning Completion

Please note that, beginning in the 2019–20 school year, the two measures identified above will be collected in CALPADS as part of the CASEMIS to CALPADS transition.

Attachment 1: Questions and Answers

When will the new career measures be collected? 

  • Measures Collected in CALPADS: The five measures collected in CALPADS (Workforce Readiness through State or Federal Job) will be collected during the End-of-Year 3 submission. They will be added to the Student Enrollment (SENR) file in May 2019.

LEAs should work with their Student Information Systems (SIS) vendors–since many of the work-based learning and certification programs are not currently being tracked or included in SIS–to ensure that the vendors understand the appropriate method for reporting these new measures in CALPADS.

Further details regarding the collection process will be provided in upcoming trainings provided by the CALPADS Office.

  • Measures Collected in CASEMIS:

The two measures collected in CASEMIS (WorkAbility I Work-Based Learning Program Completion and Department of Rehabilitation Student Services Work-based Learning Program Completion) will be due by August 9, 2019.

Where can I find definitions and examples for each of the new career measures?

Definitions and examples for each of the seven new career measures are found in Attachment 2 of this letter. 

When will the new career measures be used in the CCI for the California School Dashboard (Dashboard)?

  • Potential Inclusion in the 2019 Dashboard: The measures collected in CASEMIS (i.e., WorkAbility and Transition Partnership) could potentially be included in the 2019 Dashboard.
  • Potential Inclusion in the 2020 Dashboard: The measures collected in CALPADS (i.e., Pre-Apprenticeships, Workforce Readiness Certificates, Workforce Readiness through State or Federal Job Completion) could potentially be included in the 2020 Dashboard.

Are all the measures applicable for all schools and students in the College/Career Indicator (CCI)?

Currently, no. Some measures may apply only to Dashboard Alternative School Status (DASS) schools and some others apply only to students with an Individualized Education Program (IEP). However, the CDE encourages districts and charter schools to submit data on the new career measures that are being collected through CALPADS and CASEMIS for all students. See Attachment 2 for the details.

Have the CCI placement criteria been set for each new measure (i.e., placing graduates in Approaching Prepared and Prepared)?

No. Prior to including any measure in the CCI, the measure goes through the established process for determining how the measure should be added to the CCI, if at all. This process includes conducting simulations and analyses that are shared with the Technical Design Group and other stakeholders to:

  • Determine if the measures are valid and reliable.
  • Set criteria that graduates must meet to be placed in the Prepared or Approaching Prepared CCI levels.

Once these determinations are made, the CDE will make its recommendations to the State Board of Education (SBE) for consideration. Any recommended measures for the 2019 Dashboard will be presented to the SBE in fall 2019.


Attachment 2: Work-Based Learning and Certification Data Definitions, Examples, and Collection Method 

As discussed in the letter, the California Department of Education (CDE) will be collecting seven new career measures in 2019–20. Tables 1 and 2 below provide the definitions and examples for each of these measures, including the collection method (i.e., California Longitudinal Pupil Achievement Data System [CALPADS)] or California Special Education Management Information System [CASEMIS]). It also identifies which measures apply only to Dashboard Alternative School Status (DASS) schools and which apply only to students with an Individualized Education Program (IEP).

Five measures will be collected in CALAPDS during the End-of-Year 3 submission which opens in May and ends on August 30, 2019. These measures may potentially be included in the CCI for the 2020 Dashboard and any recommendations to do so will not be presented to the State Board of Education (SBE) until 2020.

A “Y” would indicate that the student has successfully completed the program; an “N” would indicate that the student did not successfully complete the program.

Students receiving the services through the WorkAbility Program and the Transition Partnership Programs through the Department of Rehabilitation Student Services will be collected through CASEMIS for 2018–19 only. More information about this supplemental data collection will be in a future communication from the Special Education Division to the Special Education Local Plan Area (SELPA) directors. In 2019–20, this data collection will be part of the CASEMIS to CALPADS transition. These two measures may potentially be included in the CCI for the 2019 Dashboard and any recommendations to do so will be presented to the SBE in fall 2019.

  • Placement in Workability I subsidized competitive integrated employment
  • Employment—unsubsidized competitive integrated employment
  • Apprenticeship
  • Internships (paid or unpaid)
  • Community based vocational instruction
