Dear Executive Directors, Childcare and Development Programs:
Extension of Assembly Bill 82 Stipend Expenditure Period
This letter serves to provide an update to California Department of Education (CDE) contractors regarding the stipends that were allocated pursuant to Assembly Bill (AB) 82.
On February 23, 2021, Governor Newsom signed Assembly Bill (AB) 82, which allocated $244 million to provide a flat-rate one-time stipend amount of $525 per child enrolled in subsidized childcare or a State Preschool program. Contractors that were eligible to receive a stipend were: California Work Opportunity and Responsibility to Kids (CalWORKs) Stage 2 (C2AP) and CalWORKs Stage 3 (C3AP), Alternative Payment Program (CAPP), Migrant Alternative Payment Program (CMAP), Family Childcare Home Network (CFCC), General Childcare and Development (CCTR), California State Preschool (CSPP), Migrant Childcare (CMIG), and Severely Handicapped (CHAN).
The original guidance provided to contractors stated that the original deadline to expend the fund was June 30, 2022. To provide an opportunity for CSPP contractors to fully expend these funds, the CDE is extending the expenditure period. CSPP contractors who received an allocation related to the $525 per-child stipend, must expend funds by December 31, 2022.
