Consolidated Application, Winter Release instructions for the 2017-18 Title II, Part A, Local Educational Agency (LEA) Allocations.
Data Collection Purpose

The purpose of this data collection is to calculate the total allocation amount available to the local educational agency (LEA) for Title II, Part A Preparing, Training, and Recruiting High-Quality Teachers, Principals, and Other School Leaders.


Guidance

Charges by the district may include indirect costs and any repayment of funds.

Displayed Data - Entitlement

2017–18 Title II, Part A Entitlement: The Consolidated Application and Reporting System (CARS) will provide the entitlement source data from the CDE Title II, Part A Web page.

Transferred-in Amount: The CARS will provide the transferred-in amount as reported in the 2017–18 Federal Transferability data collection.

Total Funds Transferred out of Title II, Part A: The CARS will provide the total funds transferred out of Title II, Part A amount as reported in the 2017–18 Federal Transferability data collection.

Total Entitlement after Transfers: The CARS will calculate the value as the entitlement plus transfers-in minus total funds transferred out of Title II, Part A.

Enter the Administrative and Indirect Costs.

The Indirect Cost Rate (ICR) for federal programs is a rate previously approved by the CDE, through the use of Form ICR. Final approved rates are posted on the CDE Indirect Cost Rate (ICR) Web page.

Rural Education Achievement Program (REAP): This section is only applicable to LEAs that are participating in Title V, Part B, Subpart 1 REAP Flexibility, per their 2017–18 Application for Funding.

Funds Available for Flexible Use Under REAP: The value is equal to the allocation amount.

Administrative and Indirect Costs Amount Administrative and indirect costs reservations are more than 15 percent of the allocation. The reservation will be reviewed by CDE program staff to determine reasonableness. Warning only. Ensure that the administrative and indirect costs are appropriate.
Repayment Comment The repayment amount is greater than zero, an explanation comment is required. If the repayment amount is greater than zero, a comment is required.
Not field name specific Federal Transferability must be certified before this submission. Certification dependency.
Administrative and Indirect Costs Amount Administrative and indirect costs cannot be greater than the 2017 allocation. Reduce reservation amount as applicable.
Budgeted REAP Amount The amount budgeted for REAP cannot exceed the amount available for REAP. Reduce reservation amount as applicable.
Not field name specific The total allocation amount must be recalculated. A change has occurred to either the Federal Transferability amount or the Title II, Part A entitlement.
