Instructions: 2017-18 Title IV Allocations

Consolidated Application, Winter Release instructions for the 2017-18 Title IV, Part A, Local Educational Agency (LEA) Allocations.
Data Collection Purpose

The purpose of this data collection is to calculate the total allocation amount available to the local educational agency (LEA) for Title IV, Part A, and to report required reservations.


Guidance

Charges by the district may include indirect costs and any repayment of funds. The maximum reservation allowable for administrative costs is 15 percent, including indirect costs. The 15 percent is to be used for activities or services that are not direct services to students at the school sites. California Education Code Section 63001 requires LEAs to utilize no less than 85 percent at school sites for direct services to students, regardless of whether the services are centralized, managed by the school, or funded through LEA reservations.

2017–18 Title IV, Part A Entitlement: Source data provided by the California Department of Education (CDE) School Fiscal Services Division.

Transferred-in Amount: The Consolidated Application and Reporting System (CARS) will provide the transferred-in amount as reported in the 2017–18 Federal Transferability data collection.

Total Funds Transferred out of Title IV, Part A: The CARS will provide the total funds transferred out of Title IV, Part A amount as reported in the 2017–18 Federal Transferability data collection.

2017–18 Title IV, Part A Allocation: The CARS will calculate the value as the Title IV, Part A entitlement plus transferred-in amount minus total funds transferred out of Title IV, Part A.

2017–18 Title IV, Part A Adjusted Allocation: The CARS will calculate the value as the 2017–18 allocation minus the indirect cost reservation amount and the direct administrative reservation amount.


Error Messages

Administrative Reservation Administrative reservation amount cannot exceed 2% of the Title IV, Part A allocation. Reduce the administrative reservation as needed.
Not field name specific Administrative and indirect costs reservations cannot be greater than the allocation. Reduce reservation amounts as needed.
Not field name specific Federal Transferability must be certified before this submission. Certification dependency.
Not field name specific The adjusted allocation amount must be recalculated. A change has occurred to either the Federal Transferability amount or the Title IV, Part A entitlement.
