News Flash 65 was sent out announcing the Consolidated Application and Reporting System (CARS) was on schedule for a January 15, 2019 release of the data collections and included a summary of the changes of the data collections.

2018–19 Winter Release

The Consolidated Application and Reporting System (CARS) 2018–19 Winter Release has a targeted opening date of Tuesday, January 15, 2019, and a due date of Thursday, February 28, 2019.

Attached is a complete list of all the forms that will be included in the release and, if applicable, a summary of form changes. If you have any questions concerning a change, then please reach out to the form contact. If a form does not have any changes, then it is listed with a “no changes” comment. Forms that were included in last year’s Winter Release, but have been removed this year, are included at the bottom of the list.

Below, in the Summary of Changes section, is a complete list of all the data entry forms that will be included in the release. If you have any questions concerning a change, please contact the form contact.

Below is a list of each form, a brief summation of the change, if any, and the California Department of Education (CDE) program staff to contact if you have questions.

2016–17 Title I, Part Closeout Report

2016–17 Title I, Part D Fiscal Year Expenditure Report, Closeout

  • Consolidated the multiple item description and amount fields in the waiver request section into a single description field.

2017–18 Title III English Learner YTD Expenditure Report, 18 months

  • No changes.

2017–18 Title III Immigrant YTD Expenditure Report, 18 months

2018–19 School Student Counts
Form contact:  Rina DeRose, 916-323-0472

  • Removed all references to Economic Impact Aid (EIA).
  • If available, student count enrollment (K-12) and low income counts (ages 5-17) are prepopulated with CALPADS October enrollment and free/reduced price meal eligibility data.
  • Low income measure default value changed from FRPM to blank.
  • Group by grade span “Yes” / “No” field relabeled to serving schools by highest to lowest within the LEA / highest to lowest by grade span.
  • Changed school low income student count column label to eligible low income students ages 5-17.

2018–19 Federal Transferability

2018–19 Title I, Part A Nonprofit Private School Equitable Services Reservations

  • Moved the nonprofit private school equitable share rate calculation to this form.

2018–19 Title I, Part A LEA Allocation and Reservations

  • New form.
  • Consolidated the LEA allocation and the reservations forms into one form.

2018–19 Title I, Part A School Allocations
Form contact: Lana Zhou 916- 319-0956

  • Changed exception code/reason references to discretion code.
  • Removed discretion codes “g” - local funded charter opted out; “h” - local funded charter opted in; and “k” - funded with EIA/SCE.
  • Changed discretion code “a” label from meets 35% low income requirement to below LEA average and at or above 35% student low income.
  • Changed fund/funded references to serve/served.
  • Created a separate section with the equitable services proportional share student count validation.
  • Group by grade span “Yes” / “No” field relabeled to serving schools by highest to lowest within the LEA / highest to lowest by grade span.
