Instructions: 2016–17 Title II Part A Expenditure

Consolidated Application Winter Release instructions for the 2016–17 Title II, Part A Fiscal Year Expenditure and Closeout Report, 27 Months.
Data Collection Purpose

This section is used to report the year-to-date expenditures and encumbrances for the Title II, Part A Teacher and Principal Training and Recruiting federal funding by activity. This expenditure reporting period is July 1, 2016, through September 30, 2018.

This data collection form will be displayed if the local educational agency (LEA) applied for and received Title II, Part A funding.

Guidance

Each LEA that received Title II, Part A Teacher and Principal Training and Recruiting funding must complete this report.

Expenditures should not include prior year carryover.

Funds transferred must comply with Title I Program Improvement (PI) year transfer restrictions.

Displayed Data– Expenditures, Encumbrances and Unspent Funds

Total expenditures and encumbrances: The sum of all expenditure and encumbrance amounts.

2016–17 Unspent funds: The total apportionment issued amount minus the sum of all expenditure and encumbrance amounts.

Note: The CDE will invoice the LEA to return the unspent funds reported on this line.

Field Name Error Message Resolution
Administrative and Indirect Costs Amount Administrative and indirect costs amount is more than 15 percent of the total apportionment amount. Obligations will be reviewed by CDE program staff to determine reasonableness. Warning only. Ensure that the administrative and indirect costs amount is appropriate.
Total Expenditure Amount The total activity expenditures are greater than the total apportionment amount.

The sum of all expenditures cannot be greater than the total apportionment amount. Review the expenditures and encumbrances for accuracy and make necessary adjustments.

Total funds Transferred to Title I, Part A Amount This LEA is not participating in Title I, Part A. Total funds transferred to Title I, Part A is not applicable. Total funds transferred to Title I, Part A is not allowable. Remove the amount entered.
Total funds Transferred to Title I, Part A Amount Total funds transferred to Title I, Part A exceeds 50 percent of the Title II, Part A total apportionment amount. Ensure the Total funds transferred to Title I, Part A do not exceed the allowable amount.
Total funds Transferred to Title I, Part A Amount LEA is in PI Year 1 or 2. Total funds transferred to Title I, Part A cannot exceed 30 percent of the Title II, Part A total apportionment amount. Ensure the Total funds transferred to Title I, Part A do not exceed the allowable amount.
Total funds Transferred to Title I, Part A Amount Total funds transferred to Title I, Part A is not applicable. Program funds cannot be transferred out as the LEA is in PI Year 3 or beyond. Total funds transferred to Title I, Part A is not allowable. Remove the amount entered.
