News Flash 68 was sent out announcing the Consolidated Application and Reporting System (CARS) was on schedule for a January 15, 2020 release of the data collections and included a list of the data collection and whether or not there were changes.

2019 Winter Release

The Consolidated Application and Reporting System (CARS) 2019–20 Winter Release has a targeted opening date of Wednesday, January 15, 2020, and a due date of Friday, February 28, 2020.

Below, in the Winter Release Forms section, are the forms included in the release that have changes, and a summary of any changes is provided. If you have any questions concerning a change, then please reach out to the form contact noted. A complete list of the forms included in the Winter Release can be found on the CARS Data Collection Release Schedule web page.

Below is a list of each form, a brief summation of the change, if any, and the California Department of Education (CDE) program staff to contact if you have questions.

2017–18 Title III English Learner YTD Expenditure Report, 27 Months

  • Transferred -in amount added to calculation for 2% recommended maximum direct administrative costs.

2017–18 Title III Immigrant YTD Expenditure Report, 27 Months

2018–19 Title III English Learner YTD Expenditure Report, 18 Months

2019–20 Title I, Part A LEA Allocation and Reservations
Form contact: Sylvia Hanna, 916-319-0948

  • Approved indirect cost rate (ICR) for the local educational agency (LEA) will display; if the LEA does not have an approved ICR, then the statewide average ICR will display
  • Indirect cost reservation is prepopulated and can be edited
  • Administrative reservation is prepopulated and can be edited

2019–20 Title I, Part A School Allocations

  • A school’s eligible and required to be served conditions have been revised; data entry instructions for this form will include those details
  • The maximum allowable unallocated school amount is now 0.5% of available allocation

2019–20 Title I, Part D LEA Allocations and Reservations

  • Approved ICR for the LEA will display; if the LEA does not have an approved ICR, then the statewide average ICR will display
