Instructions: LCAP Federal Addendum Certification

Consolidated Application, Spring Release program instructions for the 2020–21 Local Control and Accountability Plan (LCAP) Federal Addendum Certification data collection.
Data Collection Purpose

The local educational agency (LEA) must certify that the Local Control and Accountability Plan (LCAP) has been approved by the local governing board or governing body of the LEA.

Guidance

Adopted by the State Board of Education on March 14, 2018, within California LEAs that apply for Every Student Succeeds Act (ESSA) funds are required to complete the LCAP, the LCAP Federal Addendum Template (Addendum), and the Consolidated Application (ConApp) via the Consolidated Application and Reporting System (CARS).

The LCAP, in conjunction with the Addendum and the ConApp, serve to meet the ESSA LEA Plan requirement. The template for the Addendum can be found on the California Department of Education (CDE) LCAP web page.

If the LEA certified a prior year LCAP Federal Addendum Certification data collection form in CARS, then the LEA may use the same original approval or adoption date that the LEA used in the prior year form.

Enter the Original Approval Date of the County Office of Education or District Current LCAP, as applicable.

For a county office of education (COE) or district, this field is required. For a COE, enter the original approval date as the day the CDE approved the current LCAP.

For a district, enter the original approval date as the day the COE approved the current LCAP. The date must be on or after July 1, 2017 and equal to or earlier than today’s date.

Enter the Adoption Date of the Direct Funded Charter Current LCAP, as applicable.

For a direct funded charter, this field is required. The date must be on or after June 1, 2017 and equal to or earlier than today’s date.
