2021–22 Winter Release

The 2021–22 Consolidated Application and Reporting System (CARS) Winter Release has a targeted opening date of Tuesday, January 25, 2022, and a deadline for submission of Friday, March 11, 2022.

Below, in the Winter Release Forms with Changes section, are the forms included in the release that have changes, and a summary of those changes is provided. If you have any questions concerning a change, then please reach out to the form contact noted. A complete list of the forms included in the Winter Release can be found on the California Department of Education (CDE) CARS Data Collection Release Schedule web page.

Winter Release Forms with Changes

Below is a list of each form with changes, a brief summation of the change, and the CDE program staff to contact if you have questions.

2018–19 Title II, Part A Fiscal Year Expenditure Report, 39 Months

  • This special form at 39 Months is the closeout reporting period for 2018–19.
2018–19 Title III English Learner YTD Expenditure Report, 39 Months

2018–19 Title III Immigrant YTD Expenditure Report, 39 Months

  • This special form at 39 Months is the closeout reporting period for 2018–19.
2019–20 Title I, Part A LEA Closeout

Form contact: Rina DeRose, rderose@cde.ca.gov, 916-323-0472

  • Due to the COVID-19 Federal Funding Flexibility Waiver, approved on September 10, 2021, the period of availability of funds in Section 421(b) of the General Education Provisions Act extends the period of availability of fiscal year 2019−20 funds until September 30, 2022.
2019–20 Title III English Learner YTD Expenditure Report, 27 Months

  • This 27 Months form is not the closeout reporting period for fiscal year 2019–20

2019–20 Title III Immigrant YTD Expenditure Report, 27 Months

2020–21 Title I, Part A LEA Carryover

Form contact: Rina DeRose, rderose@cde.ca.gov, 916-323-0472

  • Due to the COVID-19 Federal Funding Flexibility Waiver, approved on September 10, 2021, LEAs with a fiscal year 2020−21 carryover amount greater than 15 percent as of September 30, 2021, may apply for a waiver even if the LEAs were granted a carryover waiver within the last three years.
2020–21 Title IV, Part A LEA Use of Funds and Carryover
